Resident Program Director -- CEE - North MacedoniaThe National Democratic Institute (NDI) seeks a Resident Program Director in Skopje, North Macedonia. The ResidentProgram Director will lead in the design, implementation, and evaluation of an NDI program related to anti-corruption related to reducing local governments' vulnerability to corruption. The position is based in Skopje and will require travel throughout North Macedonia. The Resident ProgramDirector will report to NDI's Senior Resident Director.
This position is contingent on donor funding and the selected candidate is subject to donor approval.Responsibilities- Leads the design and implementation of programming in support of reducing local governments' vulnerability to corruption.
- Participates in program monitoring, evaluation, and learning activity. Oversees the development and timely submission of program-related materials and formal donor reporting.
- Establish and maintain working relationships with government officials and civil society groups, other implementing partners, and local/international non-governmental organizations
- Establish and maintain collaborative relationships with international democratic development organizations.
- Oversees and monitors assigned program's annual budget; provides a full, accurate and timely accounting of all funds.
- Provides day-to-day management and oversight of relevant program staff in the field office; together with the Senior Resident Director, ensures professional development of staff.
- As designated by the Senior Resident Director, represents NDIin external meetings and conferences with donors and other international organizations.
- Coordinates NDI program activity with institutional partners.
- Ensures adherence to NDI Washington, D.C. policies and procedures, as well as to SDC funder/donor regulations, ensuring the integrity of all financial transactions.
- Report on program activities and political developments that may affect program outcomes to the Washington, D.C.-based staff on a regular basis.
Qualifications- Bachelor's degree, in International Relations or related subject required, advanced degree in a relevant subject preferred.
- Minimum of ten (10) years relevant work experience in international development, with demonstrated expertise in anti-corruption programming, public policy development, civil society development, and minority community engagement and inclusion. Demonstrated experience in the design and analysis of public opinion research.
- Exceptional interpersonal skills and cultural sensitivity to interact effectively with all levels of staff, donor organizations, funders, and policymakers.
- Programmanagement, proposal writing and financial management experience required, includingexperience initiating and managing subgrants.
- Experience in results-oriented program design, strategic planning, and program evaluation, including adaptive program management experience.
- Demonstrated ability to work effectively with senior political and civic leaders as well asmembers of the donor and international community.
- Superior oral communication and written communication skills to present information and analysis on program and politics to a variety of primary and secondary interlocutors, including donors and international organizations.
- Exceptional political judgment and analytical skills to interpret complex issues and to think innovatively and introduce new concepts.
- Relevant experience implementing anti-corruption programming in Europe required.
- Professional experience implementing development assistance programs in North Macedonia and/or the Western Balkans is desirable .
- Experience implementing SDC-funded democracy and governance programs preferred.
- English language oral and written fluency required. Macedonian and/or Albanian language proficiency preferred.
Accompaniment:Fully Accompanied - A staff member on overseas assignment may bring his/her dependents to the country of assignment and NDI will provide the travel, housing and education allowances to accommodate the presence of accompanied dependents.
