    The Presidio Trust is seeking a Director of Park Stewardship who will support the Park Division. The Presidio Trust is an innovative federal agency that stewards and shares the history, beauty, and wonder of the Presidio for everyone to enjoy forever. The ancestral homeland of the Ramaytush Ohlone, the Presidio was once a military post under three flags. Today, it is a surprising national park site spanning 1,500 acres at the Golden Gate. Its rare natural habits, inspiring views, and world-class trails are a local and global attraction. It is among the most biologically diverse parks in America and a popular destination with beaches, museums, restaurants, hotels, homes, and offices.

    Reporting to the Chief Park Officer, the Director of Park Stewardship will direct daily operations and ensure that the Presidio is welcoming, beautiful, clean and safe for millions of visits annually from people across the globe. Responsible for the care of over 1,000 acres of designed landscapes, natural areas, and historic forest. Ensures delivery of essential utilities to Presidio tenants. Furthers the development and implementation of the Trust’s ecological horticulture and sustainability practices.

    Provides direction, leadership and general oversight to the Park Maintenance Department, Landscape Stewardship Department, Forestry Department, and Utilities Department, This includes Grounds Maintenance, Roads & Trails Maintenance, Sign Shop production, Designed Landscapes and Natural Resources Programs, Forestry Operations, High Voltage, and Water Treatment and Distribution (potable water, storm water, and wastewater).

    Coordinates closely with Department of Public Safety and other Trust departments to ensure appropriate response to storms, utility outages, and emergencies. Directs the formulation, development and administration of the Trust’s assets and systems. Coordinates the Department's activities with those of other Trust departments to ensure a consistent approach towards operating and maintaining the park. Provides long range planning and strategic direction for the Trust’s Stewardship’s programs.

    This position requires the employee to reside in the Presidio in government subsidized housing and participate in the after-hours on-call program.

    This is a full-time position with benefits and a starting pay range of $190,064 to $213,865, based in the SF Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by December 3, 2024 will receive first consideration.

    Responsibilities

    • Provide leadership to the Park Stewardship Department on a broad range of issues affecting park maintenance, natural resources, forestry operations and utility systems,
    • Serve as Asset Manager for Park assets including landscapes, historic forest plots, native plant communities, transportation infrastructure, utility infrastructure, heavy equipment, and signage.
    • Prepare annual operating plans identifying operational and financial goals.
    • Direct the development of annual maintenance management plans for all assets.
    • Develop and manage capital and operating budgets, track expenditures and manage procurement requests for all departments, ensuring accurate and timely and pertinent information to control costs and achieve financial goals.
    • Directs the formulation, development and administration of natural resource programs, policies, interagency agreements, and procedures to ensure department and Trust goals and objectives are met.
    • Serves as liaison to outside consultants, architects, planners, engineers, and local, state, and federal government officials with regard to the Presidio Trust Natural Resource Department.
    • Analyze utility rates and usage, including gas, electric, solid waste, water, and sewage, and provide data for recommending cost-effective proposals for providing and purchasing utilities while improving energy and water conservation.
    • Manage the day-to-day administration of the department, including but not limited to performance measures, personnel, labor relations issues and customer requests.
    • Direct the formulation, development and administration of stewardship programs, policies, interagency agreements, and procedures to ensure the department and Trust goals and objectives are met.
    • Respond to unplanned and emergency incidents by directing and/or authorizing personnel and contractors to perform services 24-hours/7 days a week as needed to maintain Presidio Trust continuity of operations.
    • Use sound judgment to simultaneously integrate and weigh situational constraints, risks, and rewards.
    • Provide insight into new technologies and trends and recommends implementation of programs and equipment to help the Department achieve its objectives more efficiently.
    • Serve as a member of senior management on task forces and committees participating in the Trust's strategic planning efforts and addressing Trust-wide policy and management issues.
    • Review plans, schedules, and contract specifications, and provide project oversight as requested for all stewardship projects performed by Presidio Trust staff and/or contractors
    • Participate in planning, design review, and presentations of projects that may include improvement programs for the public realm, neighborhoods, and businesses.
    • Secure and maintain Trust regulatory compliance and permitting on a wide range of topics including but not limited to agencies and regulations including the Occupational Safety and Health Administration, the California Regional Water Quality Control Board, the National Pollution Discharge Elimination System and the San Francisco Public Utilities Commission.
    • Represent the Presidio Trust Utilities Department for issues regarding high voltage, storm water, and wastewater, when negotiating with other parties including PG&E, Local, State, and Federal agencies.
    • Represent the Presidio Trust and the Presidio at public meetings, conferences, professional meetings, and other public forums.
    • Develop and present information to the Board of Directors, Leadership Team, and other staff members

    Supervisory Responsibilities

    • Directly supervises 8 employees, and indirectly supervises 72 employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
    • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; authorizing time off; rewarding and disciplining employees; and addressing complaints and resolving problems.
    • Allocates, directs, motivates and evaluates departmental personnel to help achieve individual goals, the department's mission, employees' growth and accountability for their actions.

    Required Qualifications

    • Bachelor’s Degree and at least fifteen (15) years of experience with increasing responsibility in operations and maintenance of parks or campuses, infrastructure, and facilities, to include five (5) years of supervisory experience OR a combination of education, experience and training that provides the required knowledge, skills, and abilities.
    • Five (5) years of experience with grounds and/or natural resources management
    • Demonstrated ability to develop and manage large and complex budgets
    • Knowledge of applicable state and/or Federal policies, laws, and regulations affecting parks, natural resource management, and utilities.
    • Ability to accurately estimate workload and establish production targets
    • Ability to identify the department's strategic and tactical responses to changing needs, and to develop, implement, and monitor appropriate plans, schedules, and action steps
    • Demonstrated excellent verbal and written communication skills.
    • Ability to provide leadership, counsel, motivation and constructive performance reviews to department personnel at all levels
    • Proven ability to work across departments to secure commitments to the department's goals
    • Demonstrated conflict resolution skills and ability to gain cooperation among competing interest groups
    • Ability to identify, implement, and refine department's organizational structure to generate desired results as efficiently as possible.
    • Demonstrated experience partnering with contractors
