    The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. The Division of Homeless Solutions is responsible for leading the State's interagency strategy, policy, and initiatives to prevent and end homelessness for all Marylanders. This vital work includes leading the Maryland Interagency Council on Homelessness and facilitating cross-sector collaborations with government, nonprofit, and philanthropic, and other strategic partners.

    The division administers grant funds and technical assistance to local governments and nonprofits that are delivering critical safety net programs in their communities - such as street outreach, shelter, permanent housing, food pantries, foreclosure counseling, homebuyer education, benefits enrollment, workforce development, early childhood care, and specialized services for aging adults, domestic violence survivors, and youth.

    The division also serves as the HUD-designated lead agency for the Balance of State Continuum of Care, coordinating funding, data collection, performance management, client assessment, and housing referral systems in 9 rural and suburban counties.

    Position Duties:

    Under the supervision of the Director, Homelessness Solutions Programs, this Project Manager position administers grants, loans, and/or other services provided to local governments and nonprofit organizations located in designated areas. The incumbent ensures compliance with federal, State, and Departmental standards, and regulatory and statutory requirements.

    This position may also provide technical assistance, review applications for award, approve disbursement and tax credit certification requests against project terms and funding guidelines and assist with the preparation of grant and loan documents.

    The incumbent will develop policies and manage statewide grant programs and initiatives. The incumbent also develops materials and written reports. The incumbent will monitor awardees and engage in partnership building and capacity building activities with partners.

    Specifically, this position is responsible for duties pertaining to the programs such as the federal Emergency Solutions Grant program and the state Homelessness Solutions Program as well as assisting with the administration of other State and federal financing programs assigned to the team.

    Minimum Qualifications:

    Education: A Bachelor’s degree from an accredited college or university.

    Experience: Four years of administrative or professional experience to include one year of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

    Notes:

    1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.
    2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.
    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

    Desired or Preferred Qualification:

    • Experience working with human services organizations, specifically homeless services
    • Experience managing grants or contracts, as well as associated management software (ex. IntelliGrants, Credible, SAGE, IDIS, Salesforce, etc.)
    • Experience navigating HUD Compliance regulations (ex. OMB (Office of Management and Budget) Circular, Fair Housing and Homelessness, and housing stability programs)

    Licenses, Registrations and Certifications

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death, and dismemberment insurance, and life insurance, but will be responsible for paying the full premium for these benefits.

    Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
