    Description of Organization: The Bureau for Humanitarian Assistance (BHA) provides global leadership and a strategic approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the foundations for transformative change and self-reliance, serving both national foreign policy interests and people in need of humanitarian assistance. BHA fulfills USAID’s role as the lead U.S. Government Agency for responding to emergencies and disasters overseas with both food and non-food emergency assistance, as well as providing a holistic approach to USAID’s programming across the spectrum of preparing for, responding to, mitigating, and preventing disasters.

    The Office of Middle East, North Africa, and Europe (MENAE) retains humanitarian experts based overseas, who coordinate with local authorities, USAID Missions, United States (U.S.) Embassies, humanitarian donor groups, and regional and country level humanitarian architectures. Field experts also provide oversight of BHA’s humanitarian partners and programs and monitor contextual developments to inform BHA country strategies. 

    The Deputy Office of Humanitarian Assistance (OHA) Director will be placed in the Office of Humanitarian Assistance (OHA) within the USAID Mission for Ukraine based in Kyiv, Ukraine. The Deputy OHA Director will play a critical role in helping lead one of the Agency’s largest and most complex humanitarian portfolios, which responds directly to Russia’s brutal war in Ukraine. As the largest humanitarian donor in Ukraine, the HAO Deputy OHA Director will play an important role–guiding, shaping, and influencing Ukraine’s humanitarian sector.

    Description of Position: The Supervisory Humanitarian Assistance Officer will:

    • Serve as one of two Deputy OHA Directors in the office.
    • In coordination with the Office Director, help manage a new USAID/Ukraine Mission office of up to 10 staff and help oversee a multi-billion dollar humanitarian assistance portfolio. 
    • Advise BHA, Agency and Mission leadership, and host-country governments on new developments and effective approaches to humanitarian assistance, and articulate the benefits of interventions to effectively reach specific target audiences;
    • Provide technical liaison with other USG Agencies, Congress, donors, multilateral banks, and private voluntary organizations (PVOs) to coordinate their efforts with USAID programs, policies, and approaches to humanitarian assistance;
    • Maintain liaisons with sources of information inside and outside BHA to assess and review new or unusual circumstances, variations in approach, and incomplete or conflicting information;
    • Inform stakeholders of changes in organizational programs and operations, conduct briefings on major program changes, in particular those impacting humanitarian assistance programs and operations overseas; and 
    • Sign-up for and serve as needed multiple times throughout the year on Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters.

    Future of Work Designation: This position is currently based in Kyiv, Ukraine, but if USAID Mission structures shift, the role may be designated for placement in a Mission office in the United States. The position will follow USAID Mission and US Embassy telework policies. Approval of telework is based on the discretion of the supervisor and needs of the team.

    Qualifications:

    • Must be a U.S. citizen. Please state U.S. citizenship in the application/resume (if citizenship is not stated, application will not be considered).
    • Must have one year of specialized experience equivalent to the next lower grade level, FSL-03 of this position. Specialized experience must include:
      • Designing and monitoring highly complex program or policy options to civilian-based international humanitarian assistance programs; and
      • International-focused experience managing, supporting, or directly implementing humanitarian assistance, emergency management, relief, disaster risk reduction, post-emergency rehabilitation, recovery, or resilience programs. 
      • Experience representing, or coordinating humanitarian interests with representatives in USAID, other USG agencies, the U.S. military, other donors, or UN or NGO officials.
      • Experience in reconstruction and relief to development transition and overseas experience working on rapid response and complex crises assistance programs is preferred.
    • The Deputy Office Director position requires a specific clearance level based on organizational location. Candidates must be able to obtain and maintain the security clearance level associated with the position for which they have been selected.
