The International Strategic Centre for Agri-Food Development (ISCAD) – a newly established organization under the Ministry of Agriculture of Uzbekistan, in partnership with the European Union, managing a large portfolio of loan funds provided through various International Financial Institutions such as the WB, ADB, IFAD and JICA - is currently seeking to recruit a high-caliber candidate for the position of Head of the Monitoring and Evaluation Unit. Based in Tashkent, Uzbekistan, he/she will be responsible for the operational monitoring and evaluation of projects and programs that are funded and implemented under the context of implementation of the Uzbekistan Agri-Food Development Strategy for 2020-2030 (the Agriculture Strategy).

JOB DESCRIPTION

1.      BACKGROUND CONTEXT

In order to support the reform of the agricultural field, the implementation of the Agriculture Strategy and future strategies as well as sector development plans, the Government of Uzbekistan proceeded with the establishment of an International Centre for Food and Agriculture Strategic Development and Research (ISCAD) under the Ministry of Agriculture (MoA) of the Republic of Uzbekistan.

The purpose of this initiative is to strengthen the agri-food sector governance and strategic oversight functions. The role of ISCAD is to act as an analytical think-tank, strategic managing authority, sector monitoring mechanism, focal point, reform driver and technical secretariat in order to ensure the coherence, coordination, effectiveness and efficiency of agri-food strategy and policy implementation throughout the whole policy. As such, ISCAD assumes the following key functions:

·        Strategic planning, programming and analysis;

·        Project management and implementation;

·        Social and economic research;

·        Monitoring and evaluation &

·        Institutional and organizational reform and development.

2.      INDICATIVE SCOPE OF ACTIVITIES

The Head of the Monitoring and Evaluation Unit supervises the team of 4 specialists. The Head of the Monitoring and Evaluation Unit reports to the Director of the ISCAD.

The Head of the Monitoring and Evaluation Unit will undertake the following duties:

·     Supervise the unit’s personnel and resources, and ensure effective and efficient use of all available resources under the guidance of the Director of the ISCAD;

·     Guide the preparation and development of evidence based agri-food related policies, legislation, regulations, standards, plans, strategies and programmes;

·     Develop agri-food sector monitoring and evaluation framework, methods, processes, systems and plans;

·     Develop rolling multi-annual and annual monitoring and evaluation plans;

·     Develop Terms of Reference for monitoring and evaluation studies to be undertaken by external experts and management of the out-sourced contracts;

·     Organize the conduction of monitoring studies and evaluations (ex-ante, mid-term and ex-post evaluations of policies, programs and projects), in line with annual and multi-annual plans;

·     Disseminate monitoring and evaluation findings among sector stakeholders, and other institutions, as per the requirements of individual projects and under the directions of the Director of the Center;

·     Ensure that the monitoring and evaluation findings are integrated in the policy and programme strategic planning processes, in cooperation with the Strategic Planning and Programming Unit of the Center;

·     Monitor the implementation of the projects / sub-projects undertaken by all contractors (with focus on the financial progress based on quantified indicators);

·     Provide monitoring reports on a periodic basis taking into account the requirements of international financial institutions (IFIs) as per their rules and procedures;

·     Ensure communication and collaboration with other Heads of Units and Departments of the Center as well as other public institutions in the field of agrifood (including organizational units of the MoA);

·     Monitor, lead, train and mentor of personnel of the Unit in key issues, critical to the effective management of the Unit;

·     Evaluate the performance of personnel of respective unit based on job descriptions and predefined set of goals and duties;

·     Perform any other duties assigned by the Director.

3.      QUALIFICATIONS OF THE CANDIDATE

·        Master’s Degrees in an appropriate field of management or political/or administrative science, international studies, economics or agriculture;

·        At least 5 years of work experience in the area of project/programme design and implementation of monitoring and evaluation activities;

·        At least 2 years of proven experience in monitoring, evaluation and learning for donor funded projects;

·        Experience in development cooperation, collaboration and negotiation of programmes with foreign countries, international organisations and IFIs;

·        Knowledge and understanding of agri-food sector dynamics;

·        Broad knowledge of government policy development and planning processes;

·        Knowledge of international law and IFI operations;

·        Strong communication and negotiation skills;

·        Competence in strategic management, drafting reports and plans, process design and implementation;

·        Management experience and team building skills;

·        Required Languages: Uzbek or Russian and English. International experts fluent in English (without knowledge of Uzbek or Russian) are welcome to apply;

·        Ability to effectively use information and communication technologies (ICT) and computer literacy/knowledge of MS Office package (Internet, Microsoft Word, Excel, Power Point)

4.        RENUMERATION AND TERMS OF APPOINTMENT

This is a full-time position, open both to Uzbek nationals as well as those authorized to work in Uzbekistan.
