CASR’s High Performance Buildings and Homes team works to make all new and all existing buildings and homes net zero energy, more sustainable, and more resilient. Net Zero Energy means highly efficient, all-electric, grid flexible, and powered by 100% renewable electricity. Commercial and multifamily building are responsible for 49% of the greenhouse gas emissions in Denver. City Council passed the Energize Denver Performance Requirements in November 2021 establishing energy use intensity targets for buildings 25,000 sq. ft. and larger, prescriptive measures for buildings 5,000-25,000 sq. ft., and a schedule of electrification building code updates for all buildings.

The Energize Denver team, a new team within Buildings and Homes division, has an opening for a Small Buildings Administrator. This position will serve as the compliance lead for developing the processes and executing the compliance requirements for small buildings (5,000-24,999 sq. ft.) that must comply with the new ordinance. This role is a key member of the CASR Energize Denver Team, reporting to the Energize Denver Policy Manager. Because there are over 8,000 smaller buildings in Denver and they do not benchmark, this position will be integral to the implementation of Denver’s building performance policies for this sector.

Job duties and responsibilities of this position include, but are not limited to, the following:

  • Acts as a technical expert in solar and LED lighting concepts, serving as an expert resource by formulating approaches and plans to address identified issues, and briefs management on concerns and issues by providing information required for decision making.
  • Develops internal instructions, operating policies, procedures, and guidelines concerning small building rulemaking and recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.
  • Leads the establishment of the covered buildings list and outreach to the small building sector, building relationships and holding stakeholder engagement meetings to implement compliance policies.
  • Develops strategies and systems to ensure and track compliance to regulations and requirements with the functional area, monitors and assesses compliance, and makes recommendations for improvements.
  • Works with the team to develop small-building-specific educational materials and build the systems to process performance submissions for this sector.
  • Works with the team’s Equity Administrator to build processes and systems to identify equity-focused concerns and solutions for the small building sector.
  • Directs the development of contracts within the functional area including drafting RFP for professional/services contracts, evaluating proposals, selecting successful bidder, administering the contracts, and monitoring contracts for compliance and expenditures.
  • Assists Community Planning and Development and other CASR team members with the development of electrification possibilities in the small building sector.
  • Other duties that may arise.

About you

Our ideal candidate will have:

  • Solar or lighting work experience is preferred, but not required.
  • Knowledge of the energy efficiency sector, building sector, project/facilities management of existing buildings, and climate change mitigation strategies.
  • Experience developing a plan, defining project goals and objectives, specifying tasks, determining how goals will be achieved and what resources are needed, and associating budgets and timelines for completion.
  • Excellent written and verbal communication skills, and ability to present to diverse audiences. Ability to translate technical data to non-technical audiences through effective data visualization and written executive-level summaries.
  • Experience incorporating the perspectives of multiple communities, including communities of color and other under-represented communities in the consideration of impacts and outcomes of a decision-making process.
  • An understanding of the concepts of institutional and structural racism and bias and their impact on under-resourced communities. A proven ability and desire to build and maintain a positive and respectful culture within the division and the office.

  • Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
