The Administrative Office (AO) of the United States Courts supports, through excellence and innovation, the constitutional and statutory mission of the federal judiciary to provide equal justice under the law as an independent and equal branch of government.

This position resides in the Defender Services Office (DSO), Data Management Division. DSO administers the federal appointed counsel program consisting of federal public defender and community defender organizations and private panel attorneys. The Defender Services program operates pursuant to the Criminal Justice Act, 18 U.S.C. §3006A.

The Attorney Advisor position will join the Data Management Division at the Defender Services Office (DSO) to support its mission of ensuring the right to counsel. The Attorney Advisor will coordinate updates to legal policies and procedures, a critical function given changing data needs and challenges for DSO, FDOs, and panel attorneys under the Criminal Justice Act (CJA). DSO seeks to advance informed managerial decision making in connection with FDO staffing and panel attorney resource allocation. The Attorney Advisor will need data proficiency and will coordinate with data analysts in the process of inspecting, cleaning, transforming, and modeling information collected in the management of CJA resources.

The incumbent of this position will provide day-to-day oversight, coordination, and administration for various data management related processes within DSO. The incumbent will advise the Data Management Division on legal issues that affect FDO and panel data and thus work measurement policies. Effective technical and communication skills will be essential.

The duties of this position include, but are not limited to:

  1. Using knowledge of criminal practice, especially from a defense perspective, to make recommendations on how developments in criminal law should be incorporated into work measurement and FDO operations.
  2. Coordinating, developing, and maintaining documentation to ensure DSO disseminates high-quality, uniform, and clear guidance on data management practices.
  3. Developing training programs, in person and remotely, and make assistance visits to FDOs.
  4. Coordinating DSO policy for Federal Defender Organizations (FDO) as it relates to data issues.
  5. Ensuring consistency in legal policies and rules to prepare Defender Services Office (DSO) guidance memoranda affecting FDOs, and to develop national and local trainings on case opening practices.
  6. Assisting in analyzing data, assessing criminal case filing trends, and logging correct case, personnel, and timekeeping records.
  7. Tracking legal developments from the US Courts and statutory changes that affect CJA panel caseload, FDO workload, and FDO staffing requirements so that analytical insights reflect accurate assumptions and produce realistic insights and options for consideration.
  8. Engaging DSO data and budget analysts to ensure the highest quality of data analysis, projections, and information management, in compliance with legal policies.
  9. Establishing and nurturing effective working relationships and communications with individuals and stakeholder groups. These include advisory and working groups, as well as other offices in the AO on issues related to CJA practice.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.


Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Post J.D. Experience: Applicants must also possess at least years of post J.D. experience.

Specialized ExperienceSubsequent to graduation from law school, applicants must have at least one full year (52 weeks) of specialized experience (preferably four or more) which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience coordinating updates to legal policies and procedures; and developing national or local training programs.

Education

Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
