Since 1971, Hopelink has served homeless and low-income families, children, seniors and people with disabilities in the north and east King County, WA. With service centers in Redmond, Bellevue, Kirkland, Shoreline and Sno-Valley (Carnation), we are the largest nonprofit organization in the area. Hopelink programs and services focus on five key areas: food, financial assistance, housing & family development, adult education & employment and transportation/mobility. Programs are aimed at helping people achieve stability, and helping them gain the skills and knowledge they need to exit poverty for good.

Summary:

Hopelink provides vital resources to people experiencing financial and housing instability in our community. The Case Manager provides assessment, advocacy, referrals, and other support services to low-income families in shelter, transitional, non-time limited housing programs as well as community-based settings. The primary goal is to help families through their own resilience to make positive life changes and substantial progress towards self sufficiency, with a focus on increasing income & obtaining and maintaining permanent housing.

Essential Functions: (Note: Any one position may not include all of the functions nor do the listed functions include all tasks that may be found in positions of this class.)

 

  • Responsible for the completion of Hopelink Housing and Case Management intake process. Determine client eligibility for program services and facilitate client intake. Connect applicants with all applicable Hopelink services.  
  • Responsible for comprehensively partnering with the Coordinated Entry for All system for housing referrals and attending all related meetings. 
  • Accurately completes data entry and partners with others to ensure data integrity. 
  • Maintains paper and electronic case records.
  • Maintains communication with community partners to ensure all housing units and case manager caseloads remain full. This including collaborating with property managers, local housing authorities and key community agencies. 
  • Clearly document vacancies, family’s being screened, and any barriers to filling units. Complete weekly statistical reports and other reports as required. 
  • Makes appropriate referrals and coordinates services with community agencies based on clients' needs and interests.
  • Provide clarity around program expectations for families during intake process and provide support to overcome barriers to enrollment. 
  • Serves as client advocate when appropriate.
  • Maintain frequent communication with other case managers. 
  • Responds effectively to client questions and concerns.
  • Provides a safe and welcoming environment for families throughout the intake process
  • Practices from trauma-informed and strengths-based perspective.
  • Adheres to program goals, standards of performance, policies and procedures.
  • Maintain strict fair housing, client confidentiality, objectivity and professional boundaries. 
  • Makes mandated reports as required by law.
  • Participates in on-going trainings, as required.
  • Actively participates in departmental and other agency wide meetings and committees as appropriate.

Required Qualifications:

·        Bilingual in English/Spanish, and/or Russian; Lived/living experience with Hispanic/Latinx or East African individuals and communities.

·        Experience working with diverse communities, preferably low-income, older adults, people with disabilities, immigrants, refugees, youth, and/or veterans. 

·        Experience in social services or a community-based organization.

  • Computer skills required (Word, Excel, Internet).
  • Introductory knowledge of human services client assessment methods, principles and techniques.
  • Able to work in a team and independently.
  • Excellent communication skills (verbal and written).

 

Preferred Qualifications:

  • Two years housing case management experience.
  • Bachelor’s degree or an equivalent combination of education, work experience, and/or military service.
  • Experience working with low income families and individuals.
  • Knowledge of subsidized housing resources and housing system to address family homelessness.
  • Knowledge of financial coaching strategies and tools.

·        Must be able to lift 20 pounds on an occasional basis.

·        Work involves standing, walking, stooping, talking, reaching, sitting, bending, kneeling, climbing, grasping, hearing, using hands to handle, feel or operate objects, and reaching with hands and arms. 

·        Vision abilities required by this job include close vision and the ability to adjust focus. 

·        The noise level in the work environment is usually moderately quiet.

 

Licenses, Certificates and Other Requirements:

·        Must pass criminal background check.

·        Valid Washington State driver’s license.

·        Reliable personal transportation.

·        Proof of personal automobile liability insurance.

·        Covid-19 Vaccination Requirement: On November 30, 2021, all Hopelink employees will be required to be fully vaccinated against COVID-19. Upon hire, you will be required to submit proof of vaccination. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine. ·        The work associated with this position can be performed in a remote environment with an occasional day in the office based on business needs.

·        Employees must reside in WA state and within a reasonable distance to their Hopelink worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a Hopelink worksite.
