Job Title: Eviction Prevention Manager 

Reports to:  Policy Director

Status: One Year Limited-Term Employment  

Work Environment: Hybrid Work at Home/In-Office, with outreach in community settings throughout the state of Delaware

Position Overview: 

The mission of Housing Alliance Delaware is to advance housing opportunities, end homelessness, and promote vibrant communities throughout Delaware. Housing Alliance Delaware is a statewide nonprofit organization with an office Wilmington. In both the homelessness and housing sectors, Housing Alliance Delaware works to encourage system change, improvement and growth. 

This position, within the Policy Department, works closely with the Director, the Executive Director, policymakers and the community to provide planning, analytical support and project management for a key strategic initiative to assess the impact and effectiveness of COVID-response emergency rental assistance (ERA) programs in Delaware, and to engage with community partners and conduct targeted outreach in communities. 

The applicant for this position must be able to interact effectively with and be sensitive to the needs of community members including older adults, individuals with physical and mental disabilities, people with low incomes, individuals experiencing homelessness and people with limited English proficiency.

The Eviction Prevention Program Manager will be responsible for tasks in Housing Alliance Delaware’s office, and at locations across the state. The person hired for this position must have reliable personal transportation and be comfortable traveling throughout the state.  

This position is a limited-term of one year with potential opportunity for long-term employment. 

Minimum Qualifications:

• Minimum of 3 years’ experience working in public policy or public administration or a related field. Bachelor's Degree required; Master’s Degree strongly preferred. 

• Knowledge and experience in the field of housing, affordable housing, homelessness, policy, advocacy and/or community development. 

• Possess strong analytical and critical thinking skills. 

• Demonstrate excellent written and oral communication skills. 

• Must be mission driven. 

• Must be able to work with community members. 

• COVID-19 Vaccination is required. 

• Must be able to work from home and in the office when needed.

Skills and Abilities: 

• Skilled at collecting, compiling, evaluating and analyzing information from a wide variety of sources. 

• Ability to prepare clear and concise written reports.

• Ability to work effectively and efficiently. 

• Knowledge of management principles and practices.  

• Experience in community organizing, community outreach, community development, or coalition building. 

Principal Responsibilities: 

• Disseminating information and providing guidance to community members, coalition partners and other community stakeholders.

• Conducting statewide outreach to BIPOC and low-income communities in Delaware.

• Conducing outreach and developing partnerships with landlords. 

• Coordinating the distribution of marketing materials.

• Coordinating with partner organizations working on eviction prevention. 

• Attending meetings in the community and with partner organizations. 

• Engaging in outreach in all Delaware counties. 

• Publicly communicating data on evictions and use of Emergency Rental Assistance. 

• Creating a data dashboard. 

• Publishing reports on Emergency Rental Assistance. 

• Publishing reports on racial disparity.

• Conducting qualitative interviews, surveys, storytelling and other activities to assess the needs/utilization of BIPOC and low-income communities. 

• Presenting data on Emergency Rental Assistance to community members, coalition partners, and other community stakeholders.
