Job Title: Housing & Community Development Policy Analyst/Senior Policy Analyst

Based in Sarasota/Manatee/DeSoto Counties


Summary

Researches and analyzes local and state affordable housing and economic development policies. This position will explore the ways that city, county, state, and federal housing policies overlay and interact with one another to create gaps in affordable housing supply and variable access to housing across Florida. To do a deep dive into these local policy implications, half of the analyst’s time will be dedicated to local policy research with a lens of Sarasota, Manatee, and DeSoto Counties.

Contributes to and develops sound policy decisions that improve economic security and opportunity for individuals, families, communities and Florida as a whole. Tasks will include supporting partner groups with policy analysis, monitoring best practices from across the state, collecting and analyzing data, and building relationships with advocates and local stakeholders.

The position requires strong quantitative and qualitative analytic skills, strong writing ability, self-motivation and the ability to communicate effectively and strategically with a variety of target audiences, including policymakers, the media, and community-based organizations and their members.  

Florida Policy Institute (FPI) is based in Orlando; however, this position will have a partial focus on engaging with public policy stakeholders at the local level in Sarasota, Manatee, and DeSoto County, and so a suitable candidate must reside in one of these three counties. This position is remote. This can be an entry- or mid-level position; pay according to experience; good benefits.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

·      Conduct research and write on timely policy issues related to affordable housing, community development, and local policy. Written publications will include full-length reports, issue briefs, and blog posts, and must be easily understood by the public. 

o  The Policy Analyst level will have skills to develop expertise in these areas; the Senior Policy Analyst level will already have strong, proven expertise in these areas.

·      Promote the organization’s research and analysis to FPI’s key audiences and community partners through legislative and local testimony, public presentations and briefings, interviews with the media.

·      Develop and maintain effective working relationships with individuals and organizations related to affordable housing and economic development policy, both at the state level and specifically in Sarasota, Manatee, and DeSoto Counties, including elected officials and their staff, journalists, community-based organizations, and coalitions.

o  The Policy Analyst level will have skills to develop these relationships; the Senior Policy Analyst level will already have strong relationships in these areas.

·      When necessary, spearhead local partnerships, coalitions, events, and meetings in service of a specific policy goal related to affordable housing or economic development (within Sarasota, Manatee, and DeSoto Counties).

·      Compile, analyze, and publish data about housing, economic and demographic trends in Sarasota, Manatee, and DeSoto Counties and Florida overall.

·      Track state legislation and local policy proposals in Sarasota, Manatee, and DeSoto Counties that would impact Florida’s housing economy and economic development; make recommendations as to when it is appropriate for FPI to weigh in on policy proposals.

·      Analyze the proposed and enacted state and local budgets with a focus on their impact on communities of color, low- and moderate-income Floridians, and the state’s ability to fund vital affordable housing initiatives; monitor developments as budgets move through the process.

·      Respond to requests for information and technical assistance from policymakers, the media, and community partners.

·      Attend conferences and other meetings of interest to FPI.

·      Perform other duties as assigned including supporting partners, funders and other stakeholders.

Supervisory Responsibilities

This job may include occasional supervision of interns. There are no permanent supervisory responsibilities.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ·      Education and/or Experience – For the Policy Analyst level: Bachelor's degree from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience. For the Senior Policy Analyst level: an advanced degree in a related field and at least five years related experience.

·      Communications Skills - Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive presentations on complex topics to community partners, the general public, legislators and/or legislative staff, public groups, and/or boards of directors. Verbal and written Spanish language proficiency is a plus.

·      Outreach Skills- Demonstrated ability to work with diverse populations. Ability to conduct outreach to individuals and organizations. Ability to develop productive partnerships and build coalitions.

·      Analytical Skills - Ability to employ both quantitative and qualitative analysis to data interpretation, including a working knowledge of word processing, spreadsheet, presentation, and statistical software. Ability to generate charts and graphs that are understandable, informative and interesting. Ability to effectively support data analysis with qualitative research.

·      Reasoning Ability - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Compensation 

FPI offers a competitive salary and benefits, including health insurance, paid time off, and retirement.

The salary range for the policy analyst position is $48,000-$50,000.

The salary range for the senior policy analyst position is$65,000-$68,000.
