Brief description of WFP in Uganda

WFP delivers

food assistance in emergencies and works with communities to improve

nutrition and build resilience. WFP provides life-saving food assistance

and livelihood opportunities to refugees in Uganda. In addition, WFP

assists the most vulnerable in Karamoja with food and nutrition

assistance. Finally, WFP works with smallholder farmers and links them

to markets. WFP is also supporting Uganda in its objectives to achieve

Zero Hunger by 2030 and become a middle-income country by 2040.

Introducing

climate change and adaptation in its existing portfolio of work is

particularly important to WFP. Uganda is highly vulnerable to climate

change and climate-related shocks. As WFP supports the Government of

Uganda to progress towards Zero Hunger, addressing the ever-increasing

threats posed by climate change is paramount. This requires a thorough

analysis of the situation and understanding Government priorities and

WFP’s capacity.

WFP is seeking a technical expert who can guide the

Country Office to define pathways to address the impact of climate

change through its current programme portfolio. The technical expert

will use a consultative approach involving the WFP Uganda Country

Office, Government and other key stakeholders to scope out potential

areas and develop a strategy for WFP to systematically address climate

change risks to food security. The Country Office is also seeking

technical support for opportunities relating to climate change

adaptation and sustainable energy solutions.

ARE YOU UP TO THE CHALLENGE?

We

are seeking an International Consultant for the position of Programme

Policy Officer (Climate Change and Resilience Consultant) to be based in

Kampala. The selected candidate will be employed on a short term

contract of 8 months (renewable) contract.



ORGANIZATIONAL CONTEXT



The incumbent will operate with a high degree of initiative and

independence to ensure strategic engagement objectives are fully

achieved. This requires alignment of actions complementary to Government

policies and priorities, analytical work and working with various

partners. At this level, the jobholder is expected to contribute to

strategic goal identification. The position requires working closely

with senior policy makers and senior management teams in other agencies.



JOB PURPOSE



Provide technical guidance on the vision, strategy and conceptual

framework linking Climate Change and Resilience to the current portfolio

of programmes in Uganda.



KEY ACCOUNTABILITIES (1/2)



Determine the existing policy and institutional context for addressing Climate Change and Adaption in Uganda



Conduct a context analysis--including policy, institutional and

programmatic contexts on the situation and national priorities for

adapting to and mitigating the effects of climate change. Of special

interest within this would be:



Opportunities to enhance climate risk reduction, absorption and transfer through the social protection sector; and

the scope and modalities to increase access to clean energy sources.



Identify potential resources (technical and financial) in

consultation with WFP Partnerships, Regional Bureau and Headquarters

among donors, including International Financial Institutions (IFIs).

Prepare a report articulating the current status, areas of convergence with current WFP Uganda programmes.



KEY ACCOUNTABILITIES (2/2)



Design a strategy and roadmap in consultation with WFP teams showing

pathways for integrating Climate Change, Adaptation and Mitigation

within the current portfolio



Develop an overarching framework that shows integration of climate

change and resilience activities under the different streams of work

especially defining the scope of work under Social Protection and

Resilience, Food Systems and Crisis Response.

Design and facilitate an overall vision, strategy and roadmap to guide WFP Uganda’s work on climate-resilience.

Validate findings with key stakeholders in Government, Development Partners, the UN and Civil Society.



Guide WFP’s technical assistance to WB-UECCC Energy Access Scale up Project and other related activities



Define the specific programmatic, operational, HR and budgetary elements to inform the Programme Operational Manual.

Assist in establishing implementation guidelines.

Provide technical support as needed for climate change adaptation and climate risk management to other WFP activities.



DELIVERABLES/OUTPUTS:



A report on the status of initiatives, plans and opportunities for

enhancing Climate Change Adaption and Mitigation through the social

protection sector

A conceptual framework with recommended pathways to

change, including programme components, budgetary requirements, and the

institutional framework

Vision, strategy and roadmap documents for WFP’s climate-resilience work

Partnership design and delivery executed for potential partnership identified, and agreement reached with UECCC

A report mapping and prioritizing IFI and other funding opportunities



DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE



Proficient in Government Policies related to Climate Change,

Mitigation and Adaptation, Social Safety Nets, Social Welfare, Food

Security and Nutrition.

Substantial experience in and commitment to evidence-based policy advocacy.

Demonstrated

skills building and maintaining relationships with governments, donors,

other donor-funded projects and stakeholders, local organizations and

partners.

Track record of commitment to sharing knowledge, documenting experiences, supporting creative initiatives and sharing credit.



STANDARD MINIMUM QUALIFICATIONS



Education:

Advanced University degree in Environmental Science,

International Affairs, Economics, Nutrition/Health, Agriculture, Social

Sciences, or other relevant field

Language:

Excellent written and oral communications skills in English



OTHER SPECIFIC JOB REQUIREMENTS



Knowledge & Skills:



More than 8 years of experience in developing policy, programmatic,

institutional, and budgetary frameworks on the topic in Africa



Excellent skills in facilitating and leading on policy and programme

level dialogue and partnership skills to build strategic relationships

with a range of internal and external stakeholders

Ability to think and plan strategically

Capability to clearly communicate programme objectives

Interpersonal skills: independent ability to negotiate

Previous experience working with government and other UN agency stakeholders is a distinct advantage.
