Food First is seeking an Administrative Officer to join our growing team. In this role, the person will provide leadership in managing the organization’s administrative and operations functions. Such functions to include: fiscal management, human resources, information technology, contracting and purchasing, risk management and related responsibilities with an emphasis on operational efficiency and best practices. 

Administrative Officer serves as the primary resource for assessing needs and developing business plans to meet the administrative operational requirements of the organization. They participate as a business partner with management teams in planning and coordinating the back-office support activities. 

The ideal candidate will be a mission-focused, strategic, and process-minded leader with experience developing a culture of learning and continuous process improvement among a group of diverse resources. They must have the skills, sensitivity, and personal confidence to execute specified outcomes. The role requires significant independence, analytical skills, strong relationship building, ample people and project management experience, flexibility, agility, and discretion.

Responsibilities and Duties:

Financial Management

Serves as the primary advisor and technical resource to officials on accounting and financial management matters.  

  • Liaison with Accounting & Bookkeeping outsource partner(s) ensuring service level agreements are met.
  • Support the annual budgeting process, to prepare budget and rationale for review and approval by the board of directors, manage effectively within the organizational budget, and report accurately on progress made and challenges encountered.
  • Ensure continued financial viability through sound internal fiscal management processes and procedures.
  • Work with the Executive Director, Development and Fundraising team to align fiscal management with short- and long-term fundraising planning and projections.
  • Ensure (1) sound fiscal policies, procedures, and internal controls; (2) cash flow management plan in place; and (3) compliance with requirements from various funding sources.

Human Resources (HR)

Advises management regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, career development, training, and other human resources related activities.

Keeps employees informed of human resources rules, policies, regulations, and procedures. Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative need, and special problems which may be encountered in processing such requests. 

Implements and oversees the Employee Orientation Program assuring that necessary information is provided to new employees and assuring that appropriate content changes are made.

  • Liaison with the HR, Payroll and Health Benefits outsource partner(s) ensuring service level agreements are met.
  • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.
  • Provide mentorship and guidance and alleviate and address individual and group concerns, as necessary.
  • Ensure staff members receive timely and appropriate training and development.

 Virtual Office Management

Oversee virtual office operations to include assessing office systems, procedures, and protocols. Design and implement solutions which facilitate a remote office environment.

  •  Liaison with information technology (IT) and communications outsource partner(s).
  • Serve as Administrator of cloud-based team collaboration and data management tools.
  • Design and manage a business continuity plan (BCP).
  • Coordinate the development and execution of various types of agreements and memos of understandings (MOUs).
  • Conducts administrative review of agreement statements of work and budgets.

 Special Projects and Initiatives

  • Lead development, planning, implementation, and analysis of special projects and initiatives as needed.
  • Provide cross-functional supervision to staff members who have assignments that support special projects.
  • Perform analysis and strategic consultation on key issues impacting the organization; and prepare briefings, memos, or presentations to communicate findings.
  • Help to create an inclusive and welcoming environment for all individuals in regard to diversity which may include geography, race, ethnicity, socioeconomic status, immigration status, veteran status, sexual orientation, gender, sex, age, ability, and religion.
  • Perform other job duties as assigned.

 Requirements / Qualifications:

  • A minimum of a Bachelor’s degree; preferably in business, public administration, or related field. Master’s degree a plus.
  • Three to 5 years of proven relevant experience. One to 2 years of experience with Master’s degree. Nonprofit experience a plus.
  • High technology aptitude with proficiency in cloud-based business productivity suite Google Workspace, or similar services. Knowledge of different types of office application software. 
  • Experience in strategic planning, project management, fiscal management, staff supervision and development, and leading key internal strategic initiatives.
  • Strong record of leading key organizational functions and teams with a targeted focus on continuous improvement.
  • Willingness, availability, and ability to travel.
  • Strong organizational and administrative know-how.
  • Excellent communication skills, both written and verbal.
  • Ability to multitask and prioritize.
  • Detail-oriented, self-starter with strong analytical and problem-solving skills.
  • Proactive research skills used in seeking out opportunities to advance and improve the business efficiencies.
  • Creative and innovative.
