Program Evaluation Manager

Publicolor is an innovative educational and youth development organization that empowers students who face immense life challenges in achieving academic and career success. Publicolor offers a multi-year project-based continuum of out-of-school enrichment programs. We seek an experienced, curiosity-driven, dynamic analyst to serve as Program Evaluation Manager.  

The Program Evaluation Manager will be responsible for designing and implementing a comprehensive strategy for collecting, analyzing, and presenting program data that supports the organization in strengthening, broadening, and deepening its impact. In addition, the Program Evaluation Manager will track and evaluate student and project outcomes and will identify areas for program improvement.  

SPECIFIC RESPONSIBILITIES:

• Establish, refine, and implement internal systems for ongoing measurement and assessment of program implementation and student and program outcomes.
• Participate in regular discussions with the Founder/President and staff to improve program outcomes and advance the mission of Publicolor.
• Primarily manage all administrative aspects of research and evaluation. Coordinate with IT staff on the management of the internal database.
• Work closely with program staff to facilitate timely collection and entry of accurate data on students and student experiences in internal databases.
• Coordinate with development staff to share relevant data that inform fundraising and grant reporting.
• Research the most highly valued metrics by government agencies and other funders. As needed, align Publicolor's student and program analyses to support outreach to those agencies and private funders.
•  Stay abreast of and report on external research and evaluation in youth development, education, and career readiness, and suggest any changes/additions to our data gathering.  
•  Communicate and disseminate research findings in a manner that is easily accessible and understood using compelling data visualizations.
•  Show deep curiosity about our unique programs so new data can be gleaned. 

QUALIFICATIONS: 

• Passionate curiosity and the ability to think creatively about data tracking and evaluation.
• Skilled in establishing priorities and managing multiple projects in a fast-paced, deadline-driven organization; ability to be flexible when priorities shift.
• Strong analytical and research skills.
• Results-oriented and meticulous, highly attentive to details in all aspects of work.
• Strong skills in writing, oral communication, and quantitative analysis.
• Adept with computer database and spreadsheet programs. Experience with File Maker Pro preferred.

EDUCATION AND EXPERIENCE:

Bachelor’s degree plus at least 4 years of relevant experience in data analysis and program/project evaluation in the nonprofit sector.  A Master’s degree is preferred, with graduate work in social science research, public policy, public administration, education, or sociology especially relevant.
