When you think about elections, you might think about popular candidates, “I voted” stickers, and all sorts of paperwork and deadlines. But behind the scenes are thousands of election officials in state and local governments who are working hard to make sure ballots are counted and voices are heard.

Election officials want to administer elections where every eligible voter can easily and securely cast their vote. But moving from intention to real-world impact can be challenging, especially without evidence of what works and what doesn’t work.

As an associate on the Center for Tech and Civic Life’s (CTCL) Strategy, Impact & Learning team, you will help implement a multi-year strategy to set evidence-based performance standards for election administration. You will synthesize existing research, conduct new research, and move the field toward data-driven approaches. You’ll report to a manager in the Government Services department.

If you care about democracy, if you believe in the importance of public service, and if you love getting deep in the weeds doing research and synthesis — this is the job for you! Associates on the Strategy, Impact, and Learning (SIL) team have the following responsibilities:

  • Conduct research – Perform literature reviews of relevant research and connect with experts in the field to ensure CTCL stays up-to-date on the learnings from academics, other nonprofits, and government reports. Design evaluations that ask the right questions, track meaningful metrics, test assumptions, measure impact, uncover insights, and inform strategy.
  • Organize, analyze, and synthesize data – Track the field’s research and researchers in a system that makes it easy to surface, connect, and apply learnings, as well as identify potential partners from the pool of researchers. Analyze and synthesize data in order to establish baselines, track progress toward metrics, surface patterns, and uncover insights.
  • Share learnings – Bridge the gap between academics and practitioners by translating research for an audience of nonprofit staff and election officials. Create reports, deliver presentations, and facilitate conversations in a way that is engaging, informative, and actionable. Contribute to a culture of continuous learning and data-informed decision-making.
  • Collaborate and coordinate – Work collaboratively with CTCL’s internal teams and close partners to ensure we’re making data-driven decisions. Coordinate with researchers and external evaluation consultants on original research. Make fieldwide connections through conferences and webinars.
  • Commitment to priority audiences – Conduct research with an emphasis on voters who have limited access to the election system. This includes voters who are newly eligible, have limited English proficiency, live with disabilities, have experienced historical disenfranchisement due to race, or are negatively affected by the digital divide.

The SIL team tackles some of the most dynamic and adaptive projects within the Government Services department. This means there is ample room for you to shape what the role looks like in collaboration with your manager and in alignment with our strategic priorities.

Because of CTCL’s distinctive mission and remote-first work structure, other characteristics that will help a candidate for this role stand out include:

  • You are enthusiastic about making elections more secure and inclusive. You believe in democracy and care about voting. Knowledge of the US election system is considered a plus.
  • You have skills and experiences that help you support election offices serving voters with limited access to the U.S. election system. For example, you may be multilingual with experience working with native speakers of a language other than English, or you have experience working within rural communities where there is limited broadband internet and other infrastructure that is used to run a modern election.
  • You are self-motivated. You work well independently and are comfortable with remote management. You are committed to learning new things and developing new skills.
  • You are thoughtful with your time management and pay attention to detail. This is demonstrated by the quality of work you produce.
