    We are seeking a detail-oriented and strategic Proposal Manager to join our growing team. The Proposal Manager role is a contract-to-hire position for an initial term of 6 months, with the potential for full-time employment based on performance and organizational needs. The Proposal Manager will lead and manage the development of proposals for clean energy programs and initiatives. In this role, you will collaborate across departments to craft compelling, high-quality proposals, ensuring alignment with CSE’s mission and objectives. You will also manage content within Responsive, our proposal management platform, and support budget development for proposal submissions.

    • Proposal Management:
      1. Manage the end-to-end proposal process, from initial RFP analysis to final submission.
      2. Serve as the central point of contact for all RFPs, overseeing systems, operations, status updates, and deadlines.
      3. Ensure the seamless execution of CSE's integrated RFP process by maintaining strong coordination and on-time delivery of multiple proposals.
      4. Act as the primary coordinator for cross-team communications, ensuring deadlines, progress status, and deliverables are aligned.
      5. Oversee version control, ensuring timely submissions and accurate updates throughout the proposal development process.
      6. Facilitate reviews and approvals with internal teams and stakeholders, ensuring all sections meet quality and compliance standards.
    • Proposal Writing:
      1. Write and edit high-quality, compelling proposals, ensuring clarity, accuracy, and alignment with RFP requirements.
      2. Develop persuasive narratives that highlight CSE’s strengths and align with client needs.
      3. Work closely with subject matter experts, program managers, and marketing teams to gather and synthesize proposal content.
      4. Ensure proposals adhere to all RFP formatting, document structure, and compliance requirements.
      5. Provide direct support for proposal writing when necessary to meet submission deadlines.
    • Content Management:
      1. Manage and maintain a repository of proposal content within the Responsive platform.
      2. Ensure the proposal content library is up to date, with accurate and reusable content blocks.
    • Budget Support:
      1. Collaborate with the finance team to assist in developing project budgets for proposals.
      2. Ensure alignment between budget narratives and technical proposals.

    QUALIFICATIONS

    Essential Knowledge, Skills and Abilities:

    Required

    • Strong writing and editing skills with the ability to distill complex technical information into clear, persuasive language.
    • Experience in a fast-paced environment managing multiple simultaneous projects.
    • Familiarity with proposal management software (experience with Responsive is a plus).
    • Excellent organizational and project management skills, with attention to detail and the ability to manage multiple deadlines.
    • Experience working cross-functionally with sales, marketing, and subject matter experts.
    • Proficiency in MS Office Suite, Adobe PDF, etc.
    • Strong collaboration and communication skills, with the ability to work effectively across diverse teams.

    Preferred

    • Familiarity with government and utility RFPs in clean energy, transportation, or energy efficiency programs.
    • Understanding of clean energy and sustainability concepts.
    • Operational mindset with experience optimizing systems and processes.
    • Experience with Salesforce.
    • Experience assisting with budget development for proposals.

    Education:

    • Bachelor’s degree in English, communications, business, environmental science, or a related field.

    Experience:

    • 5+ years of experience in proposal management and writing, preferably in the clean energy sector.

    Licenses, Certificates or Registrations:

    • CF APMP, CAPM, or PMP

    WORKING CONDITIONS

    Work Environment:

    • Remote.
    • Occasional travel within California required
