Position: Policy and Organizing Manager

Reports to: Executive Director

 

Status: Full-time, exempt plus health care and benefits. Salary range of $55,000 to $60,000. This job will include a hybrid model of in-person office and remote work.

 

About the Organization: MassVOTE is a nonpartisan, non-profit organization working to advance voter participation and fair elections through its legislative advocacy and voter participation work. Our work aims to promote a culture of active political participation by providing individuals, local community groups, and civic organizations with the tools they need to get their communities educated, activated, and participating. Through this, we hope to bolster political participation in communities that traditionally see their interests ignored, like Black and brown, low income, and immigrant communities.


Overview of Position: The Policy and Organizing Manager will lead campaigns oriented both inside and outside the Massachusetts State House. “Inside” the Policy and Organizing Manager will advocate for policies that MassVOTE supports. This involves tasks like lobbying legislators, conducting legislative research, and crafting legislative briefs. “Outside” the Policy and Organizing Manager will lead grassroots organizing efforts to (a) build support for MassVOTE’s policy agenda; and (b) foster a greater sense of civic engagement throughout Massachusetts. This will occur through our Democracy HUBS (Holistically Unifying Blocks of Solidarity) initiative. This involves creating robust, diverse, and sustainable civic engagement programming that is accessible and culturally competent to the communities we serve.


Major Responsibilities:

  • “Inside” the State House: Policy  
  • Develop short and long-term strategies on implementing MassVOTE’s policy agenda.
  • Lobby legislators.
  • Conduct legislative research.
  • Write legislative briefs, policy reports, and other relevant materials.
  • Attend meetings with MassVOTE coalition partners to discuss legislative priorities.

 

  • “Outside” the State House: Organizing
  • Manage day-to-day elements of HUBS, including:
  • Identifying and recruiting partner organizations.
  • Providing education on democracy reform.
  • Seeking organizational and individual endorsements.
  • Review and revise MassVOTE civic engagement training materials and modules.
  • Develop detailed reports on partner work, provide structured feedback for improvement quarterly.
  • Work with MassVOTE staff to develop voter education materials and campaign plans.
  • Represent MassVOTE and HUBS initiative in relevant meetings. 

 

Desired Qualifications: 

  • Bachelor’s degree
  • At least two years’ experience in areas including community organizing, voter engagement, political campaigning, and/or public policy. 
  • Strong writing, researching, editing, and analytical skills.
  • Excellent planning and organizing abilities, including coalition-building.
  • Comfort working with technology like Microsoft, Google suites, or Voter Activation Network. 
  • Strong listening, facilitation, and communication skills, including the ability to provide assistance to organizations in a one-on-one or group environment.
  • Strong team player with a willingness to engage in various activities as needed.
  • Ability to thrive in a highly dynamic, flexible, and fast-paced environment. 
  • Bilingual in Spanish or another language is a plus!

 

Please note: Candidates must be able to meet occasional evening and weekend hours, specifically during election cycles. They must also have the ability to commute state-wide: driver's license and personal vehicle (or access to vehicle) strongly preferred.
