The Office of Mobility Analysis and Design (OMAD) at DVRPC seeks a thoughtful and organized transportation planner or transportation engineer to participate in, and lead, regionally significant multimodal planning projects. The OMAD team focuses on developing solutions that will increase accessibility and mobility, improve safety, and enhance the quality of life along transportation corridors and other study areas in the region. Our projects inform transportation decisions based on analysis of transportation performance measures, cost evaluations, and public participation.

The successful candidate will be enthusiastic about all manner of transportation analysis; adaptable enough to contribute to a wide range of traffic, transit, bicycle, and pedestrian projects; and be able to both conduct deep analysis and tell the story of their findings in writing, graphics, and maps. In addition, candidates should demonstrate the ability to think analytically, visually, and spatially and bring complex tasks together into a cohesive project deliverable from start to finish.

This position requires project-level collaboration with a diverse group of planning and technical staff and extensive coordination among government and transportation agencies. Work is performed in accordance with general agency policies and professional standards, and results are subject to review by the team manager. The position is based in DVRPC’s Philadelphia office and includes occasional travel throughout the DVRPC region for meetings and field visits. DVRPC offers a flexible hybrid work environment with the opportunity to work 2-3 days remotely.

Responsibilities

• Manage and assist with multimodal and travel demand studies, including issue identification, data collection and analysis, interpreting and reporting results, iterative design, recommendation development, and oversight of technical tasks conducted by other team members, as appropriate.
• Use and adapt traffic modeling software to evaluate corridor and area-specific transportation problems and to develop solutions.
• Develop effective communication strategies (written, graphic, and presentation) to explain project concepts and engage with colleagues, policymaking officials, members of the public, and technical advisory groups.
• Prepare reports and memos summarizing findings and recommendations, including text, tables, maps, charts, and other appropriate graphics.
• Support ongoing public outreach and engagement necessary for Vision Zero efforts and Complete Streets design and implementation.
• Coordinate and build relationships with the region’s transportation stakeholders to advance projects and develop opportunities for future work.
• Provide technical assistance to member governments, consultants, and the public
• Perform related work as required.

Qualifications

• Thorough knowledge of multimodal transportation planning and engineering principles and techniques, including experience in data collection and analysis and finding compelling ways to display information.
• Demonstrated ability to manage projects, including scoping, task delegation, coordinating with planning partners and stakeholders, and producing and delivering findings and recommendations within a given timeline and budget.
• Expertise with graphics programs, word processing, spreadsheet software, and geographic information systems (GIS) and their applications.
• Knowledge of research methods and planning techniques, including background or training in qualitative and quantitative data collection and analysis.
• Ability to establish and maintain effective working relationships with associates, planning officials, and the general public.
• Willingness to conduct fieldwork throughout the DVRPC region.
• Experience with traffic operations and/or traffic modeling software, such as VISSIM, Synchro, or VISUM is preferred but not required.
• Experience with or interest in conducting analysis using Python, SQL, R, or other programming languages is desirable.
• Ability to create maps, graphics, and layouts using the Adobe Suite is a plus.

Experience & Training

Five years of professional experience in transportation planning or transportation engineering; and such training as may have been gained through graduation from a four-year degree program from an accredited college or university with major course work in Transportation Planning, Civil Engineering, or a related discipline, or an equivalent combination of experience and education. A Master’s degree can be substituted for one year of experience.
