Associate Counsel for Supervised Release

Represent the Queens Supervised Release Program’s interests before key stakeholders in both Criminal and Supreme Court.

Manage the program’s compliance and court reporting functions, ensuring staff adhere to all policies and protocols while providing accurate and timely information to the court.

Oversee the Manager of Court Operations and help supervise a team of Court Representatives that is responsible for communicating with judges and attorneys, speaking on the record, orienting new participants to the program, and scheduling intake appointments.

Review court documents and intake paperwork for new participants and oversee the assignment of supervision levels based on the city’s reporting matrix.

Assist with the strategic development, planning, and implementation of new initiatives and pilot programs.

Manage and develop relationships with the Mayor’s Office of Criminal Justice (MOCJ), the Queens County District Attorney’s Office, the defense offices, and other program stakeholders.

Stay apprised of all legislative changes to the bail laws and the potential impact of these changes on the program’s work.

Ensure compliance with all policies and protocols issued by MOCJ and/or the Office of Court Administration (OCA).

Respond to inquiries from attorneys and judges and appear on the record as needed to address topics such as participant eligibility and/or compliance with court-ordered conditions.

Monitor new cases and re-arrests and notify MOCJ of relevant information concerning any cases with the potential to generate media scrutiny.

Manage and oversee staff communications with attorneys, referral agencies, community partners, and other stakeholders.

Answer questions from staff about topics such as the status of the cases we are supervising or the bail eligibility of a particular charge.

Help prepare for appearances in the Supervised Release court part to ensure the program accurately conveys the unique circumstances affecting each participant’s compliance with program conditions.

Assist with the ongoing development of our program’s database and work with the agency’s IT department to ensure the database continues to meet our programmatic needs.

Participate in the hiring and onboarding of new staff.

Develop and lead regular trainings to ensure the staff stay apprised of the program’s evolving policies.

Monitor and analyze key indicators including re-arrests, failures to appear (FTA), and compliance violations to help ensure the program is responsive to any changes in these indicators.

Collaborate with the agency’s Research Department on a variety of projects that are both ongoing and in development.

Support the Director and Deputy Director of the program on other miscellaneous tasks in conjunction with the other members of the leadership team.

QUALIFICATIONS

Juris Doctor with 3+ years of related court-based experience, program management, or supervisory experience, as well as a working knowledge of treatment programs and other relevant services.

Familiarity With:

Alternative to Detention (ATD), Alternative to Incarceration (ATI), or other advocacy program models

Criminal Court and/or Supreme Court operations and protocols

Mental health services and treatment programs for individuals with Substance Use Disorder.

Excellence In:

Staff supervision and professional development / capacity building

Time management and ability to adapt in a fast-moving environment

Relationship-building and communication skills with experience leading diverse teams

Willingness to work evening and weekend hours required.
