The Campaign Manager (CM) will promote and protect the civil liberties and civil rights of all residents of Wisconsin through planning, executing, managing, and overseeing dynamic and effective advocacy campaigns throughout the state of Wisconsin. These campaigns will be short-term, highly targeted that will last roughly 6-18 months. The first series of campaigns the CM will work on are related to voting rights and voter access. Future campaigns could involve various ACLU-WI priority areas, including but not limited to: criminal legal reform, police accountability, racial justice, reproductive rights, and LGBTQ+ rights. The CM will be responsible for both managing a diverse team of organizers and being a visible thought leader who will provide strategic guidance and leadership to internal and external partners.
The CM will provide mentorship, management, coaching, and leadership to a team of statewide organizers. The ideal candidate will have strong personnel and project management skills. A background in Agile project management, continuous improvement management, project evaluation and review, and Six Sigma project management are encouraged but not required. This position will participate in meetings and discussions of a highly strategic and confidential nature, will liaise with staff regarding team and organizational initiatives, and will create and manage the structure, schedule, and internal communication plans for related projects to drive their successful completion.
This position is a full-time exempt position. The CM reports to the Advocacy Director. Although based in the Milwaukee area in a hybrid work environment (in-person and remote as necessary), the position responsibilities will require limited travel around the state and all required travel is at the expense of the organization. Work may include some nights and weekends.
Campaign Planning Responsibilities include:
- Develop and implement strategies to organize Wisconsinites in priority geographic areas across the state, building towards measurable and quantifiable advocacy goals;
- In collaboration with local coalitions, lead the design and implementation of strategic campaigns to achieve concrete policy or public engagement outcomes;
- Support leadership development amongst members of the impacted communities so that they are empowered to lead, or co-lead their coalition alongside allies;
- Develop and oversee public events (rallies, town hall meetings, panel discussions, etc.) to mobilize impacted communities, ACLU members, and the public at large around local, city, and state-level priorities;
- In collaboration with the Communications, Community Engagement, and Legal Departments, develop persuasive and informative outreach materials, including fact sheets, talking points, and sample letters-to-the-editor. Identify and recruit potential speakers and witnesses for public hearings and press conferences;
- Serve as lead for each campaign by working in coordination with the Advocacy Director to set strategic vision for each project. This includes establishing objectives, determining priorities, identifying risks, managing progress, developing staffing plans, gaining cooperation of others, assisting in resolving potential conflicts, and managing communications in collaboration with the Affiliate Communications Department;
- Represent the ACLU with diverse organizations, elected officials, board members, stakeholders, media, coalitions, and more broadly as necessary;
- Quickly develop a broad understanding and depth of knowledge about ACLU issue areas and positions in order to become a respected leader and advocate;
- Engage in direct lobbying at the state and local level to advance organizational policy and legislative goals;
- Design and implement methods for tracking deliverables, schedules, and metrics for projects, providing clear tasks and accountability for project workstream leaders and team members;
- Create and maintain comprehensive project documentation, providing a clear historical record of decisions, systems, procedures and communications involved in each project’s completion;
- Create and implement effective roll-out plans, conduct post-completion evaluations to determine successful/unsuccessful project elements, and train project stakeholders accordingly;
- Execute specific tasks within projects, including drafting communications, systems build-out and testing, and creating project evaluation and presentation materials;
- Supervise the maintenance of the relationship management database to facilitate smooth navigation of partnerships, coalitions, and relationships with other advocacy, community, grassroots, grass tops, and movement organizations;
- Provide the Advocacy Director and other leadership regular updates on the progress of projects.
Management Responsibilities include:
- Lead the Department temporarily in the absence/leave of the Advocacy Director.
- Recruit and develop the Campaign team, having weekly one-on-one meetings, supervising, and growing the effectiveness of program staff;
- Recruit and supervise volunteers as needed;
- Develop and provide professional development opportunities for staff and interns;
- Assist staff with design and implementation of programs, campaigns, and organizing strategies;
- Assist with developing and managing departmental and program budgets;
- Complete reports pertaining to program and campaign achievement;
- Share information and data with other departments so that they may better plan and communicate outside of the ACLU;
- Work closely with the communications department to provide information and clear goals that will help shape and inform marketing and other campaigns.
Experience & Qualifications
- A strong commitment to the mission and goals of the ACLU, racial equity, dismantling white supremacy and incorporating a structural power analysis into work;
- Knowledge and understanding of how power and oppression is manifested in matters of race, ethnicity, age, gender, sexual orientation, gender identity, gender expression, religion, ability, citizenship and socio-economic circumstances;
- Strong experience managing and leading large and diverse teams;
- Exceptional organizational, planning and project management skills with demonstrated ability to manage large, complex projects and coordinate collaborative work processes involving multiple stakeholders;
- Extraordinary leadership skills and ability to quickly establish relationships;
- Proven experience organizing and grassroots movement building;
- Demonstrated ability to speak and write in a clear, succinct and persuasive manner;
- Experience communicating with others through a variety of platforms like email, Facebook, Slack, Twitter, Instagram or others;
- Ability to successfully run concurrent programs, campaigns and events;
- Ability to manage details and follow through without direct supervision;
- Willingness to register as a licensed lobbyist in the State of Wisconsin;
- Experience in a project/program management role highly preferred;
- The ability to undertake travel within Wisconsin, as well as availability to work some evenings and weekends. All required travel is at the expense of the organization;
- A car and a valid Wisconsin driver's license is a plus;
- Bilingual skills a plus;
- Bachelor’s degree and/or project management certification is a plus.
Supervisory Responsibilities: This position is a management position and encompasses supervisory responsibility.
Working Conditions: mostly remote through COVID with in-person interactions as safety permits, then a remote/in-person hybrid office environment; 10% traveling throughout Wisconsin; infrequent night and weekend work.
Mental Demand: Decision making, emotional intelligence, interpreting data, multi-tasking, working in a fast-paced, hard-charging, sometimes high-stress, advocacy and community focused organization that must plan for and often react to different situations in the political environment. The nature of this work can be emotionally demanding and requires thoughtful communication.
