Northern California Institute for Research and Education (NCIRE) is the leading nonprofit research institute in the United States devoted to advancing Veterans health research. NCIRE is part of one of the world’s most dedicated and successful Veterans care communities, pioneering new treatments and understandings of military medicine and care.


Along with our partners at the San Francisco VA Medical Center and the University of California, San Francisco, we are working to discover and develop effective, safe, and practical treatments for military injuries and diseases affecting Veterans. Through new technologies, novel scientific insights, and international clinical collaborations, we strive to set a new standard of health care research for Veterans and military personnel.        


Description

Under the direction of the Executive Director, the Director of Research Operations is a senior management position and serves as an integral policy leader, working with the Executive Director to shape and execute the institutions policy and vision.  The position is primarily responsible for overseeing, coordinating and developing policies on topics not covered by other members and assisting organizational leadership. The Research Director must be adept at research administration and analysis and possess excellent writing, editing and oral communication skills. The director must be organized, a problem solver, self-directed, and demonstrate leadership and initiative, while at the same time being a committed team player.


Essential Functions:

  • Expertise in resolving complex research administration issues.
  • Build and maintain positive relationships with internal research community and external Sponsors.
  • Reviews, analyzes, and evaluates business procedures and serves as a lead in relation to compliance and quality management initiatives.
  • Reviews existing compliance policies for conformity with Uniform Guidance and/or Sponsor guidelines/requirements.
  • Modifies and or initiates policies, procedures, and related documents to ensure efficiency in business processes and reduce the incidence of errors and organizational risk.
  • Develop training and materials to educate research community.
  • Confidently conduct internal reviews and audits. 
  • Create institution-wide efficiencies by improved business processes and procedures.
  • Collaborates across departments supporting organizational goals, to be determined by Executive Director.
  • Use data driven decision making to drive strategy and implementation in relation to assessing workflow, processes and reporting.
  • Communicates new directives, policies, or procedures to managers; for major changes, meets with entire operations staff to explain changes, answer questions, and maintain morale.
  • Determine compliance metrics and establishes and maintain systems for measurement and tracking compliance practices. Fulfill data requests as needed.
  • Projects a positive image of the organization to employees, Principal Investigators and Sponsors.
  • Performs other related duties as assigned.


Required Qualifications:

  • Master’s Degree in Business Administration, Health Care Administration, or a closely related field or five (5) or more years of experience in consulting, operations, or project management, or a combination of education and experience.
  • Ability to mentor and motivate staff members.
  • Ability to juggle complex and occasionally shifting timelines.
  • Advanced analytical, critical thinking, and problem-solving skills to assess complex issues and develop solutions.
  • This is a position in a changing research environment that requires a comprehensive understanding of all elements of academic research practices such as NIH grant administration, strategy, business planning, operations, workforce challenges, and financial conditions.
  • Strong and effective communication skills, and the ability to tailor communication as needed to various audiences.
  • Advanced planning, project management, change management, process improvement skills.
  • Ability to be proactive, analyze, problem solve, interpret and apply policies/regulations.
  • Ability to manage multiple projects, tasks and priorities to achieve desired goals and timelines.
  • Ability to work independently as well as part of a team efficiently.
  • Previous experience in a university institution or nonprofit organization highly desirable.
