Director of Public Funding

POSITION OVERVIEW

HomeRise seeks a collaborative, systems-oriented and highly organized professional to manage a portfolio of grants and contracts that supports the mission of HomeRise. Reporting to the Vice President of Impact, the Director of Public Funding (DPF) will further the mission of the agency and lead the sustainability and growth of these funding streams through public grant procurement, maintenance, and compliance oversight.

The Director is responsible for overseeing and maintaining all government contracts and ensuring all regulatory compliance for billing, contract performance, and accreditation for our Medi-Cal, MediCare and MHSA contracts. As well, the DPF will reorient the public funding portfolio around expanding, and not just maintaining, public funding streams. The position supervises the Public Funding Analyst and provides strategic leadership to the organization around all aspects of government grants and compliance.

ESSENTIAL FUNCTIONS

Grants Oversight and Management

• Effectively collaborate with agency leadership around identifying, developing, and maintaining government contracts.
• Develop and maintain effective partnerships between program, finance, and data teams in support of developing and implementing new and existing contracts.
• Maintain strong working systems for contract management.
• Ensure that all contract programmatic and financial deliverables are met.
• Supervise and support the Public Funding Analyst in contract management.
• Represent HomeRise externally as needed in grants management and collaboration with funders.
• Other duties as assigned.

Compliance Oversight and Management

• Day-to-day management and coordination of activities adhering to compliance regulations.
• Ensure fiscal accuracy and integrity of all mental health billing for entire agency.
• Implement strong systems to support smooth and timely billing, reporting, and tracking.
• Develop, implement, and maintain systems to ensure certifications, NPI numbers, and other regulatory needs are met to support billable services.
• Provide proactive leadership and direction regarding all compliance regulations.
• Oversee accreditation process.
• Support all audits including but not limited to: Medi-Cal, Medi-Care, MHSA and county/state/federal audits.
• Coordinate with other Directors to ensure compliance is consistently met.
• Fulfill the role of agency Compliance and Privacy Officer.

Portfolio Growth

• Proactively identify new government funding opportunities; responsible for grant- and narrative-writing for RFP/RFQ responses.
• Develop, implement, and maintain processes for assessing the feasibility of new funding opportunities.
• Coordinate with HomeRise leadership and program staff to understand need areas, capacity, and alignment with potential funding opportunities.
• Lead the agency in expanding existing funding streams.
• Other duties as assigned.

QUALIFICATIONS

• High school diploma required.
• A minimum of five years of mid- to senior-level grants management and/or contract administration experience.
• Bachelor’s degree in a related field required. Postgraduate degree in a relevant discipline (law, finance, accounting, public administration) preferred.
• Demonstrated supervisory experience.
• Experience identifying and successfully being awarded new public grants.
• Exceptional communication skills (oral, written and interpersonal); experience communicating with colleagues at all organizational levels and from all backgrounds.
• Experience supporting direct service staff in meeting grant and compliance requirements.
• Excellent organization, planning and prioritization skills; proven ability to proactively manage multiple and competing priorities simultaneously and under tight deadlines.
• Demonstrated success in leading cross-functional teams, coordinating accountability, and getting work done through cooperation with groups that have no direct reporting relationship.
• High degree of discretion and excellent judgment.
• Excellent computer skills including word processing, spreadsheets, presentations, databases, etc.; quick study and ability to navigate various data management systems and reporting tools.
• Sensitivity to people experiencing homelessness and the issues of homelessness and recovery, and ability to work with people from diverse educational and personal backgrounds.
• Demonstrated commitment to social justice and diversity, equity, and inclusion values and practices.

• Schedule: Generally, Monday through Friday 9 AM to 5 PM
