Salary:            $70,000 - $90,000 commensurate with experience

About the Sponsor Circle Program

The Sponsor Circle Program is an emergency initiative launched by a growing coalition of partner organizations to support the placement of Afghan newcomers in welcoming communities throughout the United States. Through the program, vetted, trained, and certified sponsor circles are matched with Afghan newcomers who, through a process of informed consent, opt into the program, electing not to access services through the Afghan Parole Assistance Program. The program lays the foundation for a future, matched and named private sponsorship program.

Position Overview

The Monitoring, Evaluation and Oversight Officer, Sponsor Circle Program is primarily responsible for supporting and managing the tracking and oversight of sponsor circles through their sponsor circle organizations. The position is also responsible for gathering and sharing lessons learned and supporting a learning culture in collaboration with partners and sponsor circle organizations. This role will also manage a system to track and respond to Afghan newcomer concerns. This position will develop and implement tracking tools, processes and procedures to ensure proper oversight and support to sponsor circles and their sponsor circle organizations. This position is expected to follow guidelines given on procedures, program and reporting requirements along with evolving agency and federal monitoring and reporting requirements. Throughout all aspects of work, the Officer seeks to develop processes and tools that support learning without onerous requirements for sponsor circles or sponsor circle organizations. The Officer will work in close collaboration with program team members, sponsor circle partner organizations and technical assistance partners to ensure streamlined and effective oversight.

Key Responsibilities

·         Maintain current knowledge of issues impacting the Sponsor Circle Program, particularly those related to monitoring and evaluation.

·         Serve as the lead to ensure adequate program oversight in close collaboration with the Director, team members, and sponsor circle organizations. Sponsor circle umbrella organizations are responsible for ensuring timely reporting and review of 30- and 90-day reports from sponsor circles, but CSH will provide additional oversight and support. 

·         Develop and implement tools to effectively monitor programming, track feedback and gather lessons learned. Collaborate with sponsor circle umbrella organizations in the development, distribution and use of appropriate tools.

·         Contribute to the development of a system to handle newcomer concerns, the submission of 30- and 90-day reports, and the reallocation of cases to RAs when issues challenging service delivery cannot be resolved.

·         Review and respond to or elevate in a timely manner and as appropriate complaints received from Afghan newcomers as outlined in program procedures.

·         Develop effective data communication tools, visualizations and reports to ensure consistent feedback loops with sponsorship partners and other relevant stakeholders.

·         Liaise with partners and external evaluators to support the access and use of relevant data and feedback to support program improvement and external learning related to sponsor circles and private sponsorship.

·         Maintain efficient tracking operations within the program at the CSH level by ensuring monitoring activities are completed in a timely manner.

·         Communicate in a timely manner with the Director, relevant team members and/or sponsorship partners when concerns about programming or adequate sponsor circle support for Afghan newcomers.

·         Support the analysis, development and writing of statistical and narrative reports.

·         Support the telling of stories regarding the Sponsor Circle Program.

·         Complete other duties as assigned.

Qualifications

Professional Experience

●     At least three years of experience in program reporting, tracking or monitoring social service programming.

●     Experience in domestic resettlement/ the US Refugee Admissions Program a distinct advantage.

●     Direct experience with community sponsorship is a strong asset. 

Technical Expertise

·         Excellent written and oral communication skills with the ability to communicate effectively with diverse community groups and partners

·         Demonstrated ability to work well under pressure

·         Strong attention to detail and the ability to meet deadlines

·         Ability to work collaboratively with a diverse array of actors

·         Excellent analytical skills

·         Strong computer skills, including Microsoft Office and database platforms

·         Fluency in Dari, Pashto, and/or Urdu is an advantage
