    Introduction

    The International Treatment Preparedness Coalition (ITPC Global) is a global network of people living with HIV, community activists, and their supporters working to achieve universal access to HIV treatment and other life-saving medicines.

    Background

    The Community, Rights and Gender (CRG) Department manages two (2) Centrally Managed Limited Investments (CMLI) called Communities in Pandemic Preparedness and Response (COPPER) through Community Engagement (CE) and Community-led Monitoring (CLM). These two investments build of from the accomplishments and lessons learned from the previous phases of CE in C19RM, Community Engagement in Pandemic Leadership and Governance (CELG) and CLM C19RM Phase 2. The COPPER CMLIs were approved in November/December 2023 for implementation during the extension period of 2024-2025.

    COPPER CE and CLM have complementarity in achieving the goal of “Communities, civil society and CLM implementers effectively engaging and influencing in country-level processes and mechanisms related to pandemic preparedness and responses (PPR) that ensures national PPR policies, strategies and programs integrate health equity, human rights, and gender equality.”

    Specifically, COPPER CLM aims to achieve the following objectives:

      1. Improve monitoring, analysis and linkages to selected elements of PPR programs and interventions that are priority to communities and appropriate for CLM initiatives.
      2. Strengthening national community/civil society networks (working on health) and CLM implementers’ engagement and advocacy capacity in CLM data use for decision-making in PPR spaces/platforms at local and national level.
      3. Generate evidence on the impact of CLM in PPR programs in improving HTM services and PPR platforms, including documentation of C19 mitigation and how it informed PPR efforts, developing key resources/tools on CLM and PPR, and collaborating with technical partners, donors and communities / civil society to capture and disseminate best practice approaches, and contribute to the development of scientific literature on the role of CLM in PPR and RSSH.

    COPPER CLM is engaging the approved service provider, “Mobilizing Expertise and Technical Assistance for CLM-PPR & Advocacy Leadership” (METAL) Consortium through International Treatment Preparedness Coalition (ITPC) Global as lead, to provide technical support to CAR, Senegal and Burkina Faso CLM implementers (and PR/SR) on CLM-PPR capacity building and integration of PPR in CLM mechanisms.

    Purpose of the Assignment: The consultant will support the development of high-quality case studies, documentation of country CLM project results, and relevant indicators to strengthen reporting and learning.

    Timelines and Deliverables.

    Total Estimated Number of Consultancy Days: 15

    Consultancy Duration: Period of the assignment: 25 September 2025 – 30 October 2025.

    Scope of Work

    The consultant will:

      1. Collect, analyze, and synthesize information from project teams, partners, and community stakeholders.
      2. Draft and finalize case studies that highlight key practices, challenges, and lessons learned.
      3. Document processes, outcomes, and success stories from project activities.
      4. Support the development of indicators aligned for CLM in DRC and Burkina Faso.
      5. Provide recommendations on effective data collection and documentation approaches.

    Deliverables

      • Documentation report capturing processes, lessons, and outcomes.
      • A set of indicators with definitions, baselines, and targets (indicator matrix).
      • Final clean and editable versions of all outputs.

    Qualifications of the Consultant:

    A qualified consultant should have:

    • Understanding of Community-Led Monitoring: Demonstrated knowledge and experience in community-led monitoring and its approaches.
    • Strong Communication and Facilitation Skills: Excellent communication and interpersonal skills are necessary to effectively engage with project stakeholders, facilitate discussions.
    • Cultural Sensitivity and Adaptability: Able to demonstrate cultural sensitivity and adaptability to work effectively in diverse settings, particularly in Burkina Faso and DRC.
    • Project Management Skills: Ability to manage timelines, budgets, and resources effectively to ensure timely delivery of the project activities.
    • Relevant Work Experience: At least 5-7 years of relevant work experience in indicator design and development, case study and project documentation.
    • Language: Proficiency in English and French is required for effective communication and reporting, both written and verbal.
