PRIMARY FUNCTION/PURPOSE:  

Reporting to the Chief Financial Officer, the Director of Financial Planning and Decision Support will manage the organization’s financial reporting systems, planning, and business analysis that supports HQ and Country Office decision making and Board oversight functions. The position is responsible for designing, maintaining, and enhancing financial reporting tools and access that support program operations, directing IFES’ annual institutional planning & budget process, maintaining rolling financial and cash-flow forecasts, coordinating periodic financial performance reviews, and providing timely ad-hoc financial analysis in support of effective strategic, operational, and business development decisions.


The Director of Financial Planning and Decision Support will play a key role in achieving IFES’ Institutional Goals related to improving business processes, financial systems, and the quality and timely access of financial reporting required for effective program and operational decision making. The Director will also provide cross-departmental leadership in strengthening the effectiveness and accountability of financial resource management at IFES.

 

Job Responsibilities:MAJOR DUTIES AND RESPONSIBILITIES:   

  • Design, prepare and distribute financial performance reporting including monthly dashboard reports and ad-hoc reporting for Regions, Country Offices, and Executive Leadership.
  • In collaboration with Program and CFO Teams, define internal financial reporting requirements for projects and create enhanced reports using IFES Business Intelligence Reporting or other appropriate reporting tools.
  • In collaboration with the Deputy Director of Program Administration, design and prepare accurate and timely life-of-project reports aligned to donor reporting requirements.
  • Utilizing leading practice data visualization tools, prepare financial performance reporting and other presentations materials for IFES’s Board of Directors.
  • Create and maintain schedules for tracking diversified revenue sources, indirect rates, G&A recovery and expenditures, and other key corporate financial performance data.
  •  Prepare and monitor corporate financial performance statements including GAAP statements, program and non-program margins, and other required reports.
  • Direct IFES’s annual institutional planning and budgeting process in support of the strategic direction and vision set by the Board and Executive Leadership Team. Design and implement continuous enhancements to budgeting tools and processes.
  • Provide direct support to executive and senior management staff in the development and periodic review of department budgets.
  • Prepare and enhance rolling financial forecasts including projections of revenue, indirect costs rates, G&A recovery, and non-program financial activity.
  • Design and implement appropriate training to enhance staff capacity and accountability for financial resource management.
  • In collaboration with the Director of Accounting, enhance cash forecasting tools for optimal operational planning, including cost of capital projections related to business acquisition decisions.
  • Assist the CFO Group in designing and implementing business process improvements that streamline processes, provide more timely data, and create greater efficiencies.
  • Assist the CFO and Director of Accounting in negotiations related to IFES’ annual indirect cost rates with USAID and other donors.
  • In collaboration with the Program Administration team, develop financial modeling templates and analysis tools to assess business development opportunities.
  • Provide timely support and recommendation in the assessment of contract funding opportunities including competitive fee structure design and overall financial risk analysis.
  • Direct the preparation of required institutional financial reporting and other statutory reporting to Government agencies.
  • Provide support in preparation of IFES’ institutional audit and other audit activities.
  • Perform additional duties as requested.                            

DECISION MAKING/PROBLEM SOLVING: The Director of Financial Planning and Decision Support demonstrates strong analytical and conceptual skills, and the ability to conduct targeted research and data analysis in finding optimal solutions to complex problems. The Director has exceptional oral and written communication skills and the ability to exercise influence and build consensus around optimal solutions. S/he is able for provide effective support at all levels of the organization and manage multiple tasks/deadlines with a constructive attitude and strong client service focus.

FISCAL RESPONSIBILITY:  The Director has significant responsibility in supporting the integrity, sustainability, and effective risk mitigation related to IFES’ financial resources. Responsibilities include providing timely and accurate budget to actual management reports to multiple budget managers across the organization; leading planning and budgeting processes that align optimal resource allocation across strategic goals; and supporting tactical and strategic business decisions that meet program objectives and strengthen IFES’ financial position.

RELATIONSHIPS:   Maintain collaborative working relationships with senior leadership including the Executive Leadership Team, Regional Program Teams, Operational Unit Directors, County Office Directors, and CFO leadership team and staff. Build and maintain strong relationships with internal and external partners including vendors, consultants, and peer organizations. Exercise effective interpersonal skills, active listening, creativity, and problem solving in strengthening these relationships and achieving desired outcomes.

SUPERVISION EXERCISED:   Directly manages Senior Financial Analyst. Provides mentoring, training, and development support that enables effective team support and supports career path growth opportunities for staff.

 

POSITION REQUIREMENTS:

Education:  Bachelor’s degree required in business, finance, accounting, or related field.

Experience:  Solid accounting background and knowledge of Generally Accepted Accounting Principles (GAAP) is required. Seven to ten years of management experience at the corporate level in Finance, Planning, and Financial Systems at an organization with greater than $50 million in annual expenditures. Three to five years of relevant experience working in collaboration with leadership across organizations. Prior experience with an international non-profit/NGO is strongly preferred. Experience with U.S. government assistance and acquisition rules and regulations including Uniform Guidance, FAR, and CAS. Working knowledge of non-US Government donors (UNDP, GAC, DFAT, FCDO, and others). Demonstrated ability to produce targeted quantitative and qualitative analysis and financial modeling is required. Comprehensive analytical, decision support, and financial/management report design experience is required. Experience working with external auditors and audit functions is desirable.

Related Skills or Knowledge:  Strong familiarity with automated financial systems including accounting, budgeting, forecasting, FP&A, and award/project databases. Advanced Microsoft Excel skills are required. Experience with Costpoint, Business Intelligence Reporting (formerly Cognos), and VBA is preferred. Proven track record of managing multiple priorities across multiple platforms with tight deadlines with a collaborative and constructive attitude. A dynamic individual with strong leadership, interpersonal, problem-solving, and written/oral communication skills is sought for this role.

LANGUAGE SKILLS:  English required.

TRAVEL:  Ability to travel internationally on occasion.
