JOB SUMMARY:
Coordinates and participates in the accounting and financial reporting required for projects, including travelling periodically to field offices to audit, train and provide technical support. Provides accounting and financial reporting assistance to SAWSO Program, Finance, and Administration staff on project and organizational business.

Works with field accounting staff by providing instruction and oversight in the quality and timeliness of their work; reviews all field prepared financial reports to ensure accuracy and compliance with established standards and regulations; assists Technical Advisors in preparing and administering project budgets, monitoring expenditures, and completing grant required financial reports to assure contract compliance.
Performs grant-related pre-and post-award functions, including budget and expense analysis, periodic invoicing, financial reporting, labor distribution changes, reconciliations, re-budgeting and grant closeout functions required by government granting agencies and/or private funding organizations.
Ensures compliance of grants/cooperative agreements, donor rules/regulations including USAID, and internal policies and procedures.
Ensures that project funds advanced to field offices are within approved budgets and are properly expended and reported; maintains compliance with established standards, policies, procedures, and funding restrictions.
Provides assistance and consultation to the Technical Advisors as part of the project management process including the development and review of budgets, cash flow management and reconciliation, as well as preparation of grant reports for contract compliance.
Utilizes and maintains the Sage/Intacct accounting database (or the current accounting platform) by journaling income and expense project figures and generating routine and custom reports to assist both finance and program project management.
Utilizes and maintains SAWSO project related databases to include, but not limited to, Zoho Creator and the Hive.
Assists in preparation of SAWSO annual, external financial audit.
Travels to field offices periodically for audits, training, and to provide technical support. Combined domestic and international travel is expected up to 20% per year.
OTHER RESPONSIBILITIES:
Performs other duties requested by the SAWSO Controller, National Secretary and/or Assistant National Secretary.
Performs other related work as required.

MINIMUM QUALIFICATIONS REQUIRED:
EDUCATION AND EXPERIECE:
Bachelor’s degree from an accredited college or university in finance, accounting, business or a related discipline (master’s in accounting preferred),
and
five years’ work experience in accounting/financial grant management, preferably international project accounting/finance
or
any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
LICENSES AND CERTIFICATIONS:
CPA helpful but not required.
KNOWLEDGE, SKILLS AND ABILILITIES:
Knowledge of generally accepted principles and practices of accounting, finance, and bookkeeping (GAAP).
Knowledge of accepted practices and techniques for preparing routine and complex spreadsheets.
Ability to perform all phases of maintaining a general ledger in an accurate and complete manner.
Ability to prepare accurate and complete spreadsheets, balance sheets, trial balances, income statements, financial statements, bank reconciliations, and special financial reports.
Ability to maintain the accuracy and integrity of all assigned accounts, funds, and budgets.
Ability to maintain the confidentiality of all information associated with the job.
Ability to demonstrate good interpersonal skills.
Ability to understand and support The Salvation Army’s mission.
Knowledge of and skill in accounting software applications, preferably SAGE Intacct, Great Plains, QuickBooks and spreadsheet and database software, in order to prepare reports and charts for analysis and forecasting financial data.
Knowledge of federal grants and regulations, typically acquired with three to five years related experience.
Ability to integrate and interpret data from various sources such as project budgets, budget narratives, work plans, financial reports, proposals and authoritative guidelines, and to plan, develop and implement responsible strategies.
MENTAL AND PHYSICAL ABILITIES:
Ability to meet attendance requirements.
Ability to read, write and communicate the English language.
Ability to do domestic and international travel, up to 20% per year.
Ability to occasionally lift objects weighing 25 to 40 pounds.
Ability to do occasional evening and weekend work.
Ability to sit for extended periods of time.
Ability to perform basic mathematical calculations such as addition, subtraction, multiplication and division.
Ability to exert mental/visual effort required for sustained periods of concentration, working under the pressure of deadlines and continual interruptions in concentration from staff requiring assistance.
WORKING CONDITIONS:
Most work takes place in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Working conditions may vary however during times of national and international travel.
