Position Summary: Under the supervision of the Senior Director, Primary Care and in consultation with the Medical Director and Primary Care Medical Consultant, the Director, Occupational Health & Primary Care Services is responsible for implementing and managing matters related to occupational health to ensure staff are ready and able to work safely and effectively, as well as supporting the oversight of primary care services and HIV services, including HIV pre- and post-exposure prophylaxis. This includes coordinating and providing training, precepting clinicians, writing policies protocols, developing local referral sources, serving as a resource to staff and involvement in quality monitoring. 

Essential Functions:  

A.   OCCUPATIONAL HEALTH

  1. Develop, implement, and maintain a focused occupational health program, with a focus on infection control and prevention. 
  2. Develop guidelines, policies, procedures and protocols related to a range of occupational health issues such as, but not limited to, treatment of injuries in the workplace, exposures to infectious or toxic substances, applicable local and state workplace safety laws, and OSHA requirements.
  3. Develop and manage medical surveillance programs for pre-employment and periodic health maintenance to manage health risks in the workplace (e.g. COVID-19, influenza, MMR, PPD, Hepatitis B virus, tetanus, etc.), including required immunizations and screenings.
  4. Ensures that specific assessments and immunizations align with staff’s roles.
  5. Collaborate with the Director of Quality Improvement and/or the Director of Security to evaluate unsafe work situations and promote worksite evaluations to include mitigating strategies.
  6. Evaluate, diagnose and treat staff’s work-related injuries and illnesses, as needed.

 B.    PRIMARY CARE

  1. Supports the Senior Director, Primary Care in providing medical consultation to clinicians regarding the clinical management of specific patients; reviews medical incidents and participates in corrective action planning as needed
  2. Develops primary care protocols following PPSNE’s format. 
  3. Precepts and arranges external precepting for clinicians in the provision of primary care.
  4. Works with the Care Navigation team and health center staff to develop local referral resources for primary care needs.
  5. Ensures the addition of appropriate laboratory tests (in-house and reference labs).
  6. Works with staff in clinical services, information technology and finance departments to ensure correct ICD-10/CPT coding and template configuration to support primary care services.
  7. Collaborates with Senior Director, Primary Care, Director, Health Care Initiatives, health center managers and staff to complete application for Patient Centered Medical Home designation.
  8. Delivers patient care as a licensed clinician in the health centers, as needed.

OVERALL:

  1. Develops and implements training for clinicians and health center staff in consultation with the Clinical Services Team, the Medical Director and other appropriate personnel.
  2. Develops necessary forms and education materials.
  3. Develops reference materials for health center staff, as may be required.
  4. Identifies appropriate quality control needs and implements quality improvement procedures and participates in the Risk & Quality Management committee.
  5. Performs special projects and other duties as assigned.
  6. Participates in internal and external meetings on behalf of the Senior Director, Primary Care, as needed. 
  7. Ability to routinely travel to all health centers and other work-related locations.

Key Requirements:

·       Graduation from a recognized Nurse Practitioner, Physician Assistant or Medical School with a concentration in adult or family primary care.

·       Appropriate professional certification (ANCC, NCC, NCCPA or MD)

·       Connecticut & Rhode Island state licensure required

·       Minimum 3-5 years primary care clinical experience

·       1-3 years in occupational health experience with Certified Occupational Health Nurse-Specialist (COHN-S) certification preferred

·       Clinical teaching experience preferred

·       CPR certification

·       Demonstrated leadership skills – ability & desire to lead teams/work as part of an interdependent team.

·       Excellent decision-making abilities both collaboratively and independently

·       Excellent customer service skills and the ability to model skills to health center staffs

·       Superb attention to detail; ability to lead and follow processes and procedures from beginning to end.

This positions salary range is $88,401- $138,126 and is based on full years of experience.
