The International Committee of the Red Cross (ICRC) is a neutral, independent, and impartial humanitarian organization seeking to protect and assist people affected by armed conflict and other situations of violence. Formed in 1863, the ICRC was at the origin of international humanitarian law (IHL) and of the world’s largest humanitarian network, the Red Cross and the Red Crescent Movement.

 

The ICRC Regional Delegation for the US & Canada, based in Washington D.C, is at the heart of our efforts to deliver on the ICRC's mandate, working to secure much-needed and widespread support, influence, and partnerships for our work in conflict zones. We work to strengthen relationships with US government agencies, civil society, donors, and the media. The team also works closely with our partners such as the American Red Cross and the Canadian Red Cross.

 

The Deputy Protection Coordinator for Migration coordinates and supervises the implementation of ICRC protection activities related to migration in the United States - intended to help mitigate specific humanitarian consequences for migrants at the US southern border and/or returned from the US to Mexico and Central America. These activities are framed by International Red Cross and Red Crescent Movement resolutions and ICRC institutional priorities.

 

Main areas of work will include issues around the treatment of migrants, family links, returns, and migrants going missing. The work requires close collaboration with the ICRC Regional Delegation for Mexico and Central America, ICRC Regional Delegation in Panama, American Red Cross, regular contact with the main governmental and non-governmental stakeholders in the US, as well as direct engagement with migrants. Up to 50% of the position holder’s time will be spent along the US southern border.

Accountabilities & Functional responsibilities

Under the supervision of the Washington (WAS) Protection Coordinator, the position is to lead, support, and strengthen the delegation’s ongoing and foreseen activities on migration:

  •  Identifies migration-related protection objectives and priorities elaborate strategies and plans of action in consultation with colleagues involved in migration-related issues and operations along the Central American Route.
  • Acts as a focal point for US southern border leading field visits regarding the situation of migrants entering the US, particularly those who have lost contact with their families or have disappeared, and those subject to return and/or detention.
  • As a focal point for the US southern border, develops and maintains network and dialogue at the border with authorities, NGOs, consulates, Movement members, etc.
  • At the central level, act as Deputy in the field of migration, representing Protection and/or the ICRC in internal and external fora; proactively develops and maintains a network of stakeholders involved in migration at the national level.
  • Ensures close coordination, at times as convener, with the departments contributing to the delegation’s migration-related objectives, as well as with the ICRC Regional Delegation for Mexico and Central America and ICRC Regional Delegation in Panama.
  • Working with the Cooperation Coordinator, plays an active role in maintaining, strengthening, and developing ICRC and American Red Cross partnership.                 
  • Plans, organizes, implements, and supervises the work of ICRC staff working on migration-related issues, including migration officers and/or delegates, missing advisors, and forensic specialists. Provides technical support, coaching, and identifies opportunities for training.
  • Analyses and identifies trends and patterns, including collaboratively documenting protection concerns and humanitarian consequences of migratory policies along the US southern border.
  • Supervises the management of information related to migration, works in close collaboration with the Protection Data Manager to ensure the quality control of protection data.
  • Contributes to budget management and mobilization of necessary resources.

Education and experience required

  • Confirmed capacity to analyze migration-related trends and policies affecting migrants in the US and along the Central American Route, ideally with experience of working on US southern border.
  • Pro-active team player with strong organizational, planning, and interpersonal skills.
  • Bachelor’s degree (Master’s degree preferred) in relevant fields (e.g. sociology, anthropology, social work, humanitarian action, migration studies) and 10 years of overall professional experience with at least 3-4 years of experience in a similar field or organization.
  • Excellent professional oral and written English and Spanish.
  • Prior experience within the International Red Cross and Red Crescent Movement and/or on international assignments is an asset.
