Chief Financial Officer

The Chief Financial Officer (CFO) oversees all financial and compliance operations of the DNC and its joint fundraising committees, including financial reporting, FEC compliance and reporting, budget, and cash and debt management. The CFO works with and advises the Chair and Executive Director to ensure that sufficient funding exists to support strategic priorities; works closely with the CEO and COO to support administrative and operational efforts; and presents financial and budget information to senior leadership, DNC membership, and committees. 


The CFO's duties extend to the Democratic National Committee, the Democratic Grassroots Victory Fund, and other joint fundraising committees as necessary. The CFO also assists the Democratic Properties Corporation in its accounting and compliance functions.

Responsibilities:


  • Accounting
  • Ensures that the DNC's accounting and reporting systems support its management, compliance, and fiduciary needs, including general ledger, accounts payable and cash disbursements, and cash receipts.
  • Ensures that the internal control system protects DNC assets and financial data, and that written policies and procedures are in place to document those controls.
  • Ensures that transactions are recorded accurately, on a timely basis, and in compliance with FEC and IRS regulations and in accordance with generally accepted accounting principles (GAAP).
  • Leads the preparation of financial reports to management, financial institutions, governance and membership.
  • Ensures that the annual audit is conducted on time and on budget.
  • Directs the preparation and review of tax returns, including the annual 1120-POL, state and local sales and use taxes, and other returns as necessary.
  • Budget
  • Lead the development of the annual budget, including cash and accrual budgets.
  • Ensures that the budget considers the cash flows of the DNC and the various restrictions on net assets.
  • Works with management to continually update the budget to ensure resources are available to meet programmatic needs.
  • Financial
  • Maintains all cash, investment, and credit relationships.
  • Ensures that financial accounts are reconciled on a timely basis.
  • Opens, closes, and assigns access for all cash, investment and credit accounts. Ensures that staff with access have permissions appropriate to their job functions.
  • Negotiates line of credit with bank, ensuring that the line is adequate to support DNC cash flow needs and that bank covenants are reasonable and appropriate.
  • Compliance
  • Oversees the operations of the DNC's vetting team and FEC compliance and reporting operations.
  • Ensures the timely and accurate preparation and review of transactions and reports in accordance with FEC regulations.
  • Works closely with DNC staff, compliance consultants, and legal counsel to ensure compliance with regulations.
  • Operations
  • Supports the DNC Operations team by providing expertise and recommendations on building management, risk management, and other operating activities as needed.
  • Reviews contracts to ensure they are consistent with budget expectations.
  • Approves payroll changes to ensure they are within budget.
  • Member of DNC retirement committee to ensure the 401(k) retirement plan is operating as expected.
  • Collaborate with COO and HR on staffing plans.
  • Collaborates with the COO and HR to ensure compliance with federal, state and local tax and reporting requirements, including preparation and review of the 5500s, annual payroll audits, and other areas as necessary.

Skills and Qualifications

  • Strong financial background. 
  • Experience with not-for-profit financial operations as must; experience with political or FEC regulated organizations a plus.
  • Experience developing and reporting financial models and budgets.
  • Strong business analytical skills.
  • Strong communications skills across multiple media. 
  • A sense of humor and dedication to collaboration. 
  • Experience or familiarity with the FEC is a plus.
  • Five (5) years’ experience in a supervisory position.
  • Bachelor’s Degree in Accounting or Finance required.
  • MBA or CPA strongly preferred.
