Organization Description:

EveryOne Home is a community-based organization that serves as the backbone agency for the Oakland, Berkeley, Alameda County Continuum of Care (CoC). EveryOne Home was founded in 2007 to facilitate the implementation of Alameda County, California’s plan to end homelessness, known as the EveryOne Home Plan. In 2018, EveryOne Home updated that Plan now known as the Strategic Plan Update: Ending Homelessness in Alameda County. This update recommends strategies and actions to reduce homelessness so that in five years no person without a permanent home will need to sleep outside. From 2019 to 2020, EveryOne Home built upon this work by conducting racial equity system modeling to better understand how to center racial equity and reduce racial disparities in our homelessness response system.


Our Vision:

We envision an end to all homelessness in Alameda County, California. To achieve this work, we will center racial equity, amplify the voices of people who have experienced homelessness, and work together to implement comprehensive strategies to prevent and end homelessness in our county. Position Summary:


The Director of Policy and Homelessness Strategies promotes community-wide commitment to the goal of ending homelessness in Alameda County and ensures the effective operation of the Continuum of Care. Under the supervision of the Executive Director and in accordance with the Governance Charter, this role directs key activities of the CoC including strategic planning, system performance evaluation and stakeholder partnerships and engagement in compliance with federal, state and local CoC program requirements. The Director of Policy and Homelessness Strategies collaborates with the Executive Director and Director of Analytics to conduct required CoC activities including but not limited to system performance evaluation, coordinated entry planning and outcomes, project monitoring, submitting applications for CoC funding, coordination of funding with ESG and other federal, state and local sources, the Point-In-Time Count, annual gaps analysis, housing inventory, and Consolidated Plans.

 

Essential Duties and Responsibilities:

  • Represent the CoC in relevant community-wide planning efforts to end homelessness
  • Maintain knowledge and expertise regarding CoC and related federal, state, and local regulations and requirements and ensure that CoC activities are in compliance
  • Support data driven decision making on policies and practices to address homelessness and ensure the effective coordination of homeless services and funding across the CoC geographic region
  • Conduct research and analysis, draft policies and standards, and provide current and relevant information to understand local system performance and advance best practices
  • Develop and maintain active partnerships with governmental and non-governmental leadership, local, state and national advocacy groups, homeless service providers, and people with lived experience of homelessness
  • Manage the work of CoC related committees including the HUD CoC Board, NOFA Committee, Appeals Panels, and other relevant committees
  • Recruit committee members and provide on-going support to ensure participation and representation from the key players and wide range of stakeholders needed to further local efforts to end homelessness
  • Ensure timely communications and make meeting information and materials available publicly in accessible manner
  • Manage the local project application process and consolidated application for the CoC’s annual submission to the United States Department of Housing and Urban Development’s (HUD’s) Continuum of Care Program funding including: conduct the rating and ranking of local projects; develop the scoring criteria; hold bidders’ conference; manage FAQs from applicants; compile, draft and proof responses for the consolidated application; confirm the package is complete with all required attachments; and request and compile community input for quality assurance regarding the process
  • Conduct other required local processes for CoC related funding sources including federal, state, and local funding programs
  • Position the CoC to take advantage of strategic opportunities available to the CoC including but not limited to responding to Notices of Funding Availability
  • Work in partnership with collaborative applicant and administrative entities to plan for, submit, and monitor use of CoC funds
  • Hire and oversee consultants as needed
  • Manage the annual review and revision of the CoC Governance Charter


Other Duties and Responsibilities:

  • Provide technical assistance to Cities in the CoC and Alameda County when needed

 

Education and Experience:

 

  • Bachelor’s degree in public policy, public administration, sociology or related field; Master’s degree preferred
  • 3-5 years of increasingly responsible experience in homeless housing and/or related services
  • Knowledge of federal homeless CoC housing programs, regulations, governance and best practices
  • Experience working in homeless and housing service systems, preferred
  • Strong organizational and management skills
  • Strong oral and written communication and interpersonal skills

 

Organizational Relationships:

  • Reports to the Executive Director, supervises the Systems Planning Coordinator and works closely with others on the senior management team
