Overview of the consultancy

The Gender Based Violence Case Management Specialist will assess the existing Gender Based Violence response within StARS departments and Refugee-Led Organizations, drafting a Gender Based Violence Case Management toolkit designed for more dynamic and comprehensive Gender Based Violence response services. This involves standardizing responses and tools, creating responsive tools, and suggesting training workshops to build capacity for StARS and Refugee-Led Organization staff. The goal is to streamline case management in refugee-led organizations in Greater Cairo. 

The Specialist will strengthen collaboration across all StARS departments and within Refugee-Led Organizations, work closely with Gender Based Violence Coordinator, Gender Based Violence focal points and task forces, and collaborate with the Gender Mainstreaming Team. They will build on existing services, standardize the approach and interventions, and create a culturally sensitive, community-based case management response.

The Assignment:

StARS is looking for a Gender Based Violence Case Management Specialist consultant to work closely with existing departments, Gender Based Violence Coordinator, the Gender Mainstreaming Team, and Gender Based Violence task forces, partner Refugee and Migrant Case Management Information Systems to assess the existing Gender Based Violence case management programming in StARS and Refugee-Led Organizations. The project focuses on increasing the capacity of refugee-led organizations to respond to cases of Gender Based Violence by professionalizing case management specialized for working with survivors through a community-led approach and improving case management recording. The toolkit is expected to also outline tools to ensure confidential and sensitive data collection such as the use of surveys for case management when working with survivors. Their assessment will create a refugee-led community-based case management toolkit to standardize and professionalize refugee-led Gender Based Violence programming within StARS and with partner Refugee-Led Organizations. The Case Management Specialist will be required to conduct training on the toolkit for StARS staff, particularly the Gender Based Violence focal points and task force members.

The Gender Based Violence Case Management Specialist shall deliver: 

i. A standardized Gender Based Violence Case Management Training Toolkit and Package

ii. Workshops for Gender Based Violence sector staff at StARS and partner Refugee and Migrant Case Management Information Systems implementing Gender Based Violence response services.

iii. These shall be submitted to the Director of the Community Outreach Department for review by the end of the second month and to StARS and partner Refugee and Migrant Case Management Information Systems the following two months. 

Key activities are likely to include the following:

Desk review: review of the current tools and to have a clear understanding of the project and the local context.

Detailed work plan showing key dates and deliverables.

Design and administer survey with StARS Gender Based Violence focal points and five partner Refugee and Migrant Case Management Information Systems leading on this work

Focus Group Discussion with staff and possibly other clients

Regular feedback to the Director of Community Outreach Department

Develop Gender Based Violence Case Management Toolkit  

Training of Gender Based Violence Case Management Toolkit to relevant StARS and partner Refugee and Migrant Case Management Information System staff 

Submission of finalized toolkit and report

Key Selection Criteria:

Experience:

Previous experience of Gender Based Violence Case Management 

Experience conducting surveys with multiple stakeholders across contexts.

Experience in conducting focus group discussions.

Experiences in working in or with diverse organizational/leadership structures is preferred.

Experience in monitoring and/or evaluating projects focusing on Gender Based Violence response/prevention

Demonstrable knowledge of the refugee civil society landscape in the Egyptian context and familiarity with the major challenges and opportunities facing NGOs working with refugees in the region.

Familiarity with the work of StARS

Candidates with the lived experience of displacement are encouraged to apply.

StARS is looking to fill the vacancy with the best possible applicant, even where that applicant may not precisely fulfil all requirements listed in this announcement, or where the applicant may demonstrate similar transferable skills. The role will require good humour, patience, optimism, and consensus building skills, as well as a willingness to learn and grow into the role. StARS is interested in applications from people with a lived experience of forced displacement.

Deliverables:

1.It is anticipated that the consultant will conduct the initial mapping and assessment in two months (including desk research). These two months should support the draft of the toolkit to be reviewed and finalized the following two months.

2.After two months, consultant should be able to begin drafting and finalizing toolkit with appropriate tools. This toolkit will need to be agreed with the Director of Programs. 

3.The Gender Based Violence Case management specialist will train StARS and Refugee-Led Organization staff on the Gender Based Violence case management toolkit.

4.During the fourth month, a detailed report, accompanied by the finalized Case Management toolkit should be delivered. 

Terms of Consultancy: 

Start date of the contract: 15 July 2024 (To be determined)

End date of the contract:  14 November 2024 (depending on start date)

Compensation is available in the amount of up to 6,000 USD. Compensation includes all travel and in-country expenses if the consultant is not based in Cairo.
