JOB SUMMARY

This position is responsible for technical and financial compliance with Federal regulations regarding prime and subrecipient award terms and conditions. This position assumes responsibility to read, understand, and comply with all of the terms and conditions contained in the award and work with colleagues across Divisions to take actions necessary to ensure compliance.

This position is supported by outside funding through September 2023. The position will therefore terminate as of that date, unless other funding is secured. The position is also subject to the continued availability of funding during that period. While there is no expectation of continued employment once Federally-funded projects conclude, candidates will be eligible to apply for other openings at the National Trust for which they believe they are qualified.

DUTIES

  • Prepares or directly supervises the preparation of the award budget and its justification, including identification of matching funds in collaboration with program manager
  • Reviews the sponsor’s award document for technical and administrative requirements, including budgetary restrictions and timing requirements; documents and communicates requirements to all stakeholders
  • Ensures that potential subrecipients are not excluded or debarred from receiving Federal pass-through funds
  • Ensures that pre-award risk assessments are performed and that the assessed level of risk is appropriate
  • Ensures that on-going subrecipient monitoring activities are aligned with assessed level of risk and appropriately documented
  • Ensures compliance with Federal regulations and the award terms and conditions of both the prime recipient and subrecipient
  • Communicates with Division Chiefs, Program Manager and Supervisor if changes need to be made to the statement of work, reporting requirements, budgeting, etc.
  • Reviews and approves subrecipient invoices, ensuring timely receipt of programmatic reports and identifying and following up on questioned expenditures, if necessary
  • Reviews fiscal year-end reports from subrecipients to determine allowable costs for inclusion in the SEFA (Schedule of Expenditures of Federal Awards)
  • Assists supervisor with preparation of SEFA for annual Single Audit, provides auditors with related materials and documentation, including documentation of internal controls, and policy and procedure memos
  • Prepares required financial reports for sponsor, requests approvals, and submits interim and final reporting packages via appropriate submission methodology
  • Recommends amounts of Federal funds to draw down once approved by the sponsor at regular intervals
  • Assists supervisor with preparation of annual NICRA (Negotiated Indirect Cost Rate Agreement) submission to cognizant agency
  • Reviews subrecipients’ audited financial statements, follows up on any deficiencies noted, reviews subrecipient corrective action plans, if applicable, communicates management decision, and documents resolution appropriately
  • Ensures that other compliance reporting, such as FFATA reporting, is prepared and submitted when required
  • Maintains documentation of all monitoring efforts
  • Ensures that all sponsor prior approvals are obtained and documented before making any restricted purchases with Federal funds such as foreign travel, equipment purchases, or other activities specifically requiring advanced approval as identified in award specific terms and conditions
  • Ensures that no-cost extensions, budget revisions, or cost transfers are allowable under sponsor guidelines and are documented
  • Maintains records in support of cost sharing or matching requirements; ensures that documentation complies with sponsor’s terms and conditions
  • Verifies that all purchases and expenditures charged to award are in compliance with sponsor guidelines and approved budget
  • Ensures that personnel activity reporting is completed and submitted in a timely manner
  • Assists with project close-out in accordance with requirements of the sponsor, and retains all reports and evidence of internal controls for audit
  • Support Main Street, a non-profit subsidiary of the National Trust, with compliance and other Federal award related matters
  • Maintains concurrence authority for Federal grants and sub-grant agreements
  • Review and approve amendments to Federal agreements and sub-award agreements modifying the scope of work or deadlines for project completion or submission of reports
  • Develops and implements corrective action plan for any control deficiencies identified in the Single Audit of the National Trust and its subsidiaries

QUALIFICATIONS

  • At least 8 years of professional level experience with Federal prime and subprime awards
  • Advanced knowledge of the OMB Uniform Guidance and Single Audit requirements
  • Advanced analytical and problem solving skills, including issue identification and prioritization.
  • Strong project-management skills, including project budgeting and planning. Ability to achieve results with limited supervision.
  • Experience successfully managing internal stakeholders.
  • Experience managing staff – including those more senior – over whom the specialist has no direct reporting oversight
  • Proven ability to collaborate across divisions to implement processes and achieve results
  • Track record of building and maintaining productive relationships with multiple stakeholders.
  • Ability to prioritize, multi-task efficiently and respond to a high volume of ongoing requests in a timely fashion.
  • Proven ability to continually develop skills related to use of rapidly changing technology and communications best practices.
  • Effective presentation skills. Excellent verbal and written communication skills.
  • Ability to adapt and be flexible in a dynamic work environment
  • Demonstrated success in working with culturally diverse audiences, partners and colleagues.
  • Advanced knowledge of Microsoft Office required. Familiarity with other software, including databases, a plus.
  • Regular & reliable attendance required.
  • CPA preferred

PAY & BENEFITS

This is a full-time, exempt level position, eligible for full benefits, including health, dental and life insurance, retirement benefits, and 3+ weeks of vacation, plus sick time and holidays.

 The National Trust and its subsidiaries require all staff to show proof of COVID-19 vaccinations and boosters (with limited exceptions for religious or medical reasons). 

Hiring Range: $80-90,000 per year
