General Purpose:
Under general supervision of the Development Services Manager, this role is responsible for originating, coordinating, and implementing all aspects of the development of affordable housing projects in the rural West. Oversees the entire development process in accordance with best practices and guidelines of the department. Oversees financial feasibility, planning, and construction. Provides technical assistance to affordable housing developers throughout the predevelopment, development, and lease-up process. Works with the asset management committee to define, create, and implement asset management guidelines and practices that financially and physically maintain properties within funding guidelines.

Job Duties and Responsibilities:
- Responsible for the successful outcome of multifamily development projects up to $15 million.
- Mitigates project risk on behalf of RCAC.
- Prepares large grant applications, proformas, and operation workplans for housing projects.
- Identifies and develops best practices in construction management.
- Ensures each project has identified goals and a public outreach plan to generate input from the community on how best to meet project goals.
- Manages the development process within RCAC guidelines.
- Assists in site acquisition negotiations in conjunction with the project sponsor.
- Conducts and reviews due diligence reports for potential sites and projects.
- Tracks project spending.
- Partners with city and county officials, staff, city councils, and board of commissioners.
- Prepares financial analysis of potential deals.
- Works with the project sponsor to assemble members of the development team to negotiate contracts with general contractors, engineers, and architects.
- Partners with the project sponsor, coordinates local agency land use approvals, permit applications, attendance at hearings, neighborhood meetings; fosters a team approach to obtaining neighborhood acceptance with each project.
- Partners with the project sponsor to oversee design and construction management to ensure project meets the needs of the project sponsor, lenders, and investors.
- Partners with the project sponsor to oversee transition of assigned developments from construction to operations.
- Mentors and trains junior team members.
- Maintains individual certification requirements of funders (e.g., Fair Housing, LIHTC Training, etc.).
- Advises the asset management committee on best practices and implements them across the portfolio.
- Advocates for statewide legislative efforts affecting affordable housing.
- Prepares activity and outcome reports.
- Examines, checks, and verifies reports and other documents for completeness, appropriateness, adequacy, and conformity to established requirements; follows up on discrepancies.
- Establishes, maintains, and updates files, databases, records, and other documents; develops and maintains data, and performs routine analyses and calculations in the processing of data for recurring internal reports.
- Uploads and downloads project progress documentation; assists staff with submission of progress reports and required documentation.
- Establishes and maintains an effective filing and retrieval system.
- Performs other related duties as assigned.

Minimum Qualifications and Necessary Requirements:
- EQUIVALENT Combination of education and experience can meet minimum qualifications.
- EDUCATION: Bachelor's degree in real estate, community development, finance, accounting, public policy, or related field.
- LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy. Obtain and maintain the USDA 502 direct loan packaging certification within three months of hire.
- EXPERIENCE: Five years of experience managing, directing, or supervising multifamily and single- family projects as well as infrastructure capital improvement projects. Five years of experience in property management or asset management. Proficient computer skills with Microsoft Office programs. Proficient English and Spanish language, written and verbal.
- Must pass a background investigation.
Knowledge, Skills, and Abilities:
- Knowledge of federal, state, local, and private sources of financing for low-income housing.
- Knowledge of real estate and tax law related to the development of affordable housing.
- Knowledge of standard architectural and construction best practices.
- Knowledge of project management and budgeting.
- Knowledge of nonprofit, tribal, local agency, and rural community dynamics.
- Knowledge of home development and affordable housing.
- Knowledge of project management and budgeting.
- Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software (such as PowerPoint).
- Organizing and coordinating skills.

- Ability to simultaneously effectively manage the design and construction of at least two affordable housing developments.
- Ability to work with lenders, investors, project sponsors, attorneys, syndicators, and public officials.

Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision requirements include close vision, distance vision, color vision, and depth perception.
Working Conditions:
Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required. Travel may be required.
