Job Summary

This position is located in the Deputy Mayor for Education, Office of Workforce Investment Council. The Data Analyst will lead the development and implementation of data modernization efforts for the workforce development system in order to improve business operations and enhance customer experience. The Data Analyst will report to the Associate Director, Performance and Impact, and will support the development, implementation, and maintenance of workforce development system infrastructure, including implementation of citywide applications; establishing and overseeing IT enterprise architecture; and advising the WIC and other workforce development system agencies on technology solutions to improve services to employers and jobseekers.

Duties and Responsibilities

The Data Analyst will inform and support the development and implementation of a data modernization strategic plan, including project management of strategic priorities for the agency and workforce development system; creating a timeline of the recommended initiatives and projects; and conducting an assessment of current and future opportunities for improvement of workforce data infrastructure. The Data Analyst will support data governance development across workforce system agencies, conducting analyses, facilitating workgroup meetings, and developing materials shared with senior leaders and front-line staff. The Data Analyst will also ensure strong and effective relationships with key internal and external partners, including agency data and technology lead staff and IT vendors, and provides oversight support for relevant data contracts, in partnership with WIC operations team staff. 

Qualifications and Education

Candidates must have at least one year of specialized experience equivalent to the grade 12 level. Specialized experience is experience that has equipped the candidate with the skills and knowledge to successfully perform the duties of the position

Candidates must have a bachelor’s degree from an accredited college or university with a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above.

OR 

Candidates must have IT-related experience; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 

In addition to meeting specialized education or experience, candidates must have experience producing accurate, thorough, well-organized, and clearly written technical documents; be able to interact effectively with technical experts and to translate complex technologies and concepts into end-user documentation. Candidates will have demonstrated experience working with governmental agencies and have an understanding and appreciation for the analytic, technical, creative, and strategic influences on project planning and implementation.

Position Designation

This position is designated as Security Sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and requires a Pre-Employment Criminal Background Check. As a condition of employment, you must successfully pass a criminal background check, traffic record check (as applicable), and a pre-employment drug and alcohol test.
