General Job Description

This role will support the administration of TRP’s growing portfolio of public grants and quarterback the continuation, renewal, and competitive public proposal submissions. Additionally, this position protects TRP against internal and external regulatory and compliance risks.  Oversight includes but is not limited to grant, program, and subrecipient requirements compliance, developing and monitoring compliance performance metrics, collaborating with the Monitoring & Evaluation team on impact and progress reports, and obtaining leadership or stakeholder consensus on compliance matters. The director will implement and maintain agency-wide systems to ensure public grant and contract compliance and manage centralized access to critical grant contract documents.

This position provides organizational leadership and oversight of public grant administration and agency rules and regulations relating to compliance issues, ensures that overall performance activities and related documentation and reporting are done in compliance with grant and record retention requirements; acquires knowledge of, and works with other staff, to assure that TRP complies with federal auditing standards and regulatory requirements. This position also oversees any other departmental staff.

Primary Job Duties and Responsibilities

  • Design, develop, and oversee implementation, interpretation, and monitoring of public grant process, policies, and procedures to administer grants and ensure compliance.
  • Quarterback grant continuation, submission/renewal process, ensuring deadlines and deliverables are proactively managed and submit timely.
  • Ensure timely maintenance of annual report filings, certificates of registration, good standing, and corporate governance documents.
  • Ensure fulfillment of contractual obligations, funding guidelines, and adherence to local, state, federal, and other applicable regulatory requirements.

Performance Measures

• Retain or maintain at least 75% of major funding annual revenues and assist with the growth of public funding in line with agency’s annual revenue growth targets

• Initiate and prepare cross-functional team for new and renewal public grant applications 60 days prior to opportunity expiration.

• Submit proposals and reports, and complete compliance tasks within prescribed deadlines.

• At least annually, oversee monitoring of subrecipients’ compliance through site visits, audits or compliance records, and other best practices. Generate summary reports of monitoring results and/or findings.

• Develop and oversee best practices for ease of document management and retrieval.

• Develop effective relationships/partnerships with colleagues, funders and community residents.

• Meet professional development goals.

Essential Knowledge and Skills

• Bachelor’s degree or equivalent lived experience in public administration, public policy, business, or related field preferred.

• A minimum of 3 years’ experience managing public reporting compliance requirements.  

• 5 years’ experience in supporting a team and the ability to contribute to and support others.

• Certified Compliance & Ethics Professional (CCEP) or similar Certification(s) in the field of compliance and grant administration preferred.

• Background in government and intermediary contract management, funding sources, and relevant governmental rules, guidelines, and regulations (e.g. CFRs, etc.)

• Personal qualities of integrity, credibility, and commitment to the mission of TRP

• Willingness to meet the high standards of the organization

• Possess strong interpersonal skills that excel in cultural sensitivity and respect for differences

• Strong management and people skills with ability to build relationships and achieve results with others in a cross-functional team environment

• Excellent verbal and written communication/presentation skills

• Strong skills in project and process management, writing and editing

• Strong computing skills, with mastery of Microsoft Office

• Accounting, financial analysis, and/or legal sector experience a plus

• Spanish-speaking a plus

Special Working Conditions and Demands

• Willingness to work flexible hours as needed; evenings and weekends required.

• Access to a car, valid driver's license, and ability to travel within the metropolitan area and sometimes out of state.

• Maintain required job skills and all professional competencies.
