ABOUT US ................ CeHII is constituted as a Charity and registered in Kenya as a Non-Profit Civil Society Organization (CSO).
We are an independent, non-partisan, non-political Non-Governmental Organization.

OUR MANDATE .................................................The mandate of the organization is to undertake Rights-Based-Programming.

OUR KEY OBJECTIVES/GOALS ....................
The key goals/priorities of the organization are the protection and promotion of human rights and fundamental freedoms, civil liberties, respect for the rule of law and the practice of constitutionalism . We equally also organize efforts to alleviate human suffering through humanitarian interventions.

OUR PROGRAMMES ........................
We now have seven fully developed programmes, each being coordinated by a Programme Officer:

  HUMAN RIGHTS PROGRAMME

(popularly known as Human Rights Defence Initiative Program-(HRDIP).
This program is currently spearheading the CAMPAIGN AGAINST EXTRA-JUDICIAL KILLINGS, CULTURE AND CYCLE OF IMPUNITY AND THE DEATH PENALTY IN KEMYA)

CIVIC EDUCATION PROGRAMME (CEP)

(currently involved in voter education, peace-building, conflict monitoring, prevention and mitigation, and political sensitization ahead of the 2017 general elections in Kenya

- awareness campaigns on the new constitutional dispensation.

CHILD SUPPORT AND EDUCATION PROGRAMME (C-SEP)

- currently undertaking Child Rights Campaigns to address the plight of HIV/AIDS orphans and the other vulnerable children(OVCs).

- Feeding Support Project has also been initiated as a response to the  difficulties faced by vulnerable families in accessing food and livelihoods.

- Girl-child education is another focus since 2013, with the strategic focus being enrollment, retention and transition all the way to university. In addition, provision of state-of-the-art girl-child friendly facilities is a key priority.

HEALTH RIGHTS ADVOCACY PROGRAMME

 popularly known as "Afya Bora" Campaign (ABC) Programme. Currently spearheading the campaign for access to quality, affordable healthcare for the vulnerable and marginalized groups through a proper policy and legislative framework in  Kenya.

RESEARCH AND PUBLICATIONS PROGRAMME (R&PP) - Currently undertaking a survey in conjunction with HAKINET KENYA PROGRAM (a CeHII initiative being implemented with other partners), to establish the socio-economic, geo-political, security and development impacts of Pre- and Post-Election Violence (PEV) at the Coast of Kenya. The main objective of the survey is to inform prevention and mitigation measures.

MILLENIUM GOALS COMMUNITY INITIATIVES (MGCI) - dealing mainly with Poverty Mitigation, Economic Empowerment and Food Security issues. This currently focuses on humanitarian interventions meant to mitigate against impacts of natural and human made disasters such as Climate Change  and famine and food insecurity in Kenya)

- ECO-RIGHTS ADVOCACY PROGRAMME (EcoRAP).


This is our latest programme designed to address the emerging environmental rights awareness and advocacy challenges and issues. currently a project on oil pollution compensation rights and eco-empowerment is ready for implementation under this programme. The project targets the artisanal fisher folk and the local communities along the coast of Kenya as beneficiaries. The project has a component on global warming and climate change awareness and mitigation campaigns.

We strive to make a difference to communities - especially the vulnerable  through empowerment for the defence and protection of fundamental human rights and civil liberties, creation of opportunities for socioeconomic empowerment, building the capacity of communities for active and effective participation in governance and decision-making processes at all levels.

Our Focus ......

Bi -annually we focus on a particular programme. Currently we are focusing on the:
- COUNTY GOVERNANCE ACCOUNTABILITY (C-GAP)Project;
and

- A Democratic and Governance Project targeting electoral and governance reforms in Kenya ; through Rights-based-programming initiatives.
............................................................that seeks to empower grassroots communities through identification, recognition and rewarding of exemplary grassroots efforts with appropriate that seeks to hold grassroots leaders at county levels to account and also rewarding such efforts with appropriate awards in Kenya and globally. This project also seeks to create a forum for civil society organizations and grassroots to empower the grassroots efforts with tools and skills for active and effective Monitoring of performance and service delivery at the county levels. It also carries out capacity building for local communities to enable them understand the constitution and especially the concept of devolution as contained in the new Kenyan constitution.
The First Awards and Expo'10 events will tentatively be held during the Easter Holidays at a venue in Mombasa, Kenya The other programmes also run concurrently.

we are equally focused on Humanitarian Interventions meant to prevent election-related violence and also mitigate the long-term impacts of the post election violence in Kenya. In the 2007/8 Post-Elections violence (PEV), thousands died, thousands of Kenyans still live in deplorable conditions in Internally Displaced Persons (IDPs) camps all over Kenya.

The Challenges of resettling the IDPs and providing for their basic needs are still monumental. Coupled with the other challenges like those of rising food/commodity prices globally. Issues of truth, justice and compensation must also be addressed as a priority. These issues cannot be resolved in isolation from comprehensive reforms of the governance systems, complete with proper foolproof safeguards and guarantees, beginning with the electoral system.

Kenyans must resolve never to commit such atrocities against one another again whatever the reasons!

These can only be achieved through a comprehensive and an all-inclusive, people-driven Electoral/constitutional reforms. The Constitution is a people's document and must reflect the wishes and the will of the people and not the selfish, narrow, parochial and partisan interests of a political class composed of opportunists, self-seekers tricksters and tribal demagogues. The current arrangement where the political class has virtually hijacked the process and are tinkering with the draft electoral reforms recommendations of the joint parliamentary committee to suit their short term interests must be rejected and resisted. Kenyans must be vigilant and proactive in safeguarding the exercise. A middle ground, win-win situation must be sought to accommodate all interest groups and stakeholders to stave off a potentially explosive post-electoral reforms situation. Just forget about the political shenanigans, and the  nonsense and go for the hybrid system as a compromise that will entrench power sharing and create a win -win situation.

...... OUR CAMPAIGN AGAINST POLICE BRUTALITY, EXTRA-JUDICIAL KILLINGS AND THE CULTURE AND CYCLE OF IMPUNITY THAT HAS BEEN ON FOR THE LAST 3 YEARS HAS ACHIEVED ALOT. POLICE REFORMS/VETTING ARE ON, DEATH ROW INMATES HAVE HAD THEIR SENTENCES COMMUTED TO LIFE AND EXTRA-JUDICIAL KILLINGS HAVE SUBSIDED TO A GREAT EXTENT. ALOT REMAIN TO BE DONE.

HUMAN RIGHTS DEFENDERS ARE STILL BEING HARASSED, INTIMIDATED AND THREATENED BY WHAT ARE OBVIOUSLY STATE SECURITY AGENTS (OUR OWN CEO, Mr. MAGAK HAS BEEN PUT UNDER WHAT IS, BY ALL INTENT AND PURPOSES, AN ILLEGAL 24-HOUR PHYSICAL AND ELECTRONIC SURVELLANCE)............................

Our Take : Commentary

As far as we are concerned, the current Government in Kenya must serve just as a transitional administration with the mandate to deliver necessary reforms and consequently pave way for a more legitimate administration which reflects the will and wishes of Kenyans as expressed in  democratic, free and fair elections. Any attempt by the players to entrench themselves will be nothing but conspiracy and fraud against the people of Kenya since they did not wish their government to be constituted as it is presently done. The sovereignty of the people must be supreme!!
Court Boardroom Governments must not be taken as legitimate and must only serve transitional purposes. This is a model that must never be replicated anywhere in the world, live alone Africa. Otherwise elections will be reduced to useless rituals and democracy will henceforth be routinely subverted through violence.

ON POLICE BRUTALITY, EXTRA-JUDICIAL KILLINGS AND DEATH PENALTY.

We take this early opportunity to commend the Kenyan President for suspending all executions of death row inmates and commuting the sentences to life imprisonment. We are proud that we have now joined the community of civilized nations by respecting the sanctity of life and shunning the barbarism of judicial killings.
Now Mr. President, move swiftly and instruct the nation's Arttoney General to take to the National Assembly Amendment Bills to expunge the death penalty from our statute books.

OUR CAUTION!!
Certainly don't transfer the job of killings to the security agencies; not the Police Force, particularly. It would be useless to ban judicial executions in Kenya while the police have virtual licence to kill. The Police still execute more Kenyans extra-judicially in one month than all the judicial executions ever carried out in the country. STOP THE POLICE EXTRA-JUDICIAL KILLINGS NOW!
For over two and half years, CeHII has carried out a sustained, persistent and consistent campaign against the Death Penalty and Extra-judicial killings in Kenya, paticularly by the Kenyan security agencies.
It is our submission, based on our research, investigations and analyses, that the extra-judicial killings by the Kenyan police force and the deliberate creation of death squads in the police force is political!! The power elite essentially use the police force, particularly, and the other security agencies as the key instruments of state power. The police is thus given BLANK CHEQUES ON WHICH TO WRITE ANY FIGURE THEY LIKE WITH THE BLOOD OF KENYANS. This is meant to create enough fear and panic among the citizens so that the populace are intimidated and thus can be manipulated anyhow by the ruling elite. The political leaders, in turn, look the other way while the police and the other security agencies commit atrocities with total impunity. This is an affront to the right to life, rule of law, democracy and constitutionalism.
That is why, we at CeHII insist that Prof. Alston's repport must be implemented in its totality. The Police Extra judicial killings must stop, the current Inspector General of the Police and the Attorney General must resign AND BE PROSECUTED FOR CRIME AGAINST HUMANITY, and the president must tell the nation what he knows about these killings, particularly the case of so many youths killed at the coast of KenyaCentral Province and the surrounding areas under the pretext of fighting the terrorism.
THE RECOMMENDATIONS OF THE POLICE REFORMS TASK MUST BE MADE PUBLIC AND IMPLEMENTED IMMEDIATELY.
Today, the Police Force and the National (or is it "Political") Intelligence Service are the biggest threat to democracy and the democratization processes in Kenya. These institutions are hopelessly politicized, lack professionalism and most of the time pander to the whims of "powerful elite" at the expense of public good. Their total overhaul is in fact overdue.

SAY NO TO POLITICS OF FEAR!!
It time for Kenyans to organize and confront the perpetrators of these heinous crimes by any means necessary. "DO SOMETHING" TO END THE POLICE ABUSES AND EXTRA-JUDICIAL KILLINGS AND RECLAIM YOUR COUNTRY FROM MEDIOCRE AND MYOPIC LEADERSHIP.

LET ALL SUSPECTS HAVE THEIR DAY IN COURT!! THOSE WHO KILL SUSPECTS ARE MURDERERS AND MUST ALSO BE PROSECUTED.

...ON THE INTERNATIONAL COMMUNITY ........

Kenyans seem to occupy a special place in the heart of the international community. Kenyans must count themselves very lucky and special that with all the problems and conflicts around the world, the international community seem very keen on Kenya and react with lightning speed and efficiency at the sign of any trouble in the country. Now you know as Kenyans that the international community will not leave you alone at the mercy of corrupt fraudsters masquerading as leaders. This goodwill by the international community must be consolidated to help implement real reforms and to achieve real change. As the quest for a new constitution in Kenya reaches the penultimate stage, one voice stands out among the international community players in Kenya today; that of the American Ambassador to Kenya, Mr. Godec. His passion and persistence can only be of a man who love the people of Kenya and wants the best for them! THE NEW CONSTITUTION OF KENYA IS A PROGRESSIVE DOCUMENT AND GOOD FOR THE PEOPLE OF KENYA. ITS LETTER AND SPIRIT MUST BE IMPLEMENTED FULLY, ESPECIALLY THE ENTRENCHED PROVISIONS ON THE BILL OF RIGHTS AND DEVOLUTION! Kudos to the International community for an excellent job! With your unwavering support, Kenyans will BETTER EMPOWERED  for  peace, security and posperity. SEIZE THE HISTORICAL CONSTITUTIONAL MOMENT.

DONT MISS THE OPPORTUNITY TO MAKE HISTORY AND. KENYANS MUST MUSTER THE COURAGE NECESSARY TO MAKE CHANGE HAPPEN! VOTE FOR THE BEST PRO-REFORM AND LIBERAL DEMOCRACY CANDIDATES DURING THE 8/8 ELECTIONS ON 8TH AUGUST 2017. Dont listen to the protestations of those who have totally failed to provide leadership to the country at the most critical moments. And dont expect any reforms from the current leadership. Go for social and political revolution that will transform the Kenyan society through your voting power. In the International community, Kenyans have real friends they can bank on.

ON THE STATE OF CORRUPTION IN KENYA! ... WE TOLD YOU!!!

When we said this government would spawn the worst corruption in the history of Kenya, we were vilified as radical and as agents of prophets of doom. Now folks none who would fight corruption goes ahead and establishes some of the most comprehensive patronage systems in the history of the country. We repeat! Patronage feeds on corruption. The starting point in the fight against corruption is the dismantling of all patronage systems and networks followed by decisive measures to end the culture and cycle of impunity.

Now, you can bet your last penny this Government cannot and will not do either. How would people (or are they thugs?) who came together with the sole purpose of looting and plundering stop the same. This is an unholy alliance of crooks and not leaders.

FOLKS, THERE IS A SERIOUS LEADERSHIP CRISIS IN OUR LAND AS WE TALK. It is now obvious these pretenders have no iota of an idea what leadership is all about. To them, leadership is about living large. Living filthy opulent lifestyles while Kenyans are scavenging in dumping sites for food. While millions are staring starvation and possibly an early grave on the face. None is ready to embrace the spirit of sacrifice for the sake of the people. They all to the last man (women do not feature anywhere in their warped reasoning) believe in the total sense of entitlement. The citizens owe them favours for being dumb enough to put them in vantage positions that allows them to perpetrate their heinous activities.

CORRUPTION IS A CRIME AGAINST HUMANITY. NO LESS NO MORE. All the corrupt should face the ICC.
If ever there is  "THE HAGUE EXPRESS", the corrupt must be the first to board it, starting with the Chief Looter, the Mama n Baba of 24 years of looting and misrule, the man who believed Kenyans were a herd of goats and cattle he was herding, The man who slept with a rungu next is bed and carried rungu 24/7 because he never outgrew the Herdsman mentality. This man must be held to account for the atrocities and crimes against humanity he committed against Kenyans. Ending the culture and cycle of impunity must start with this man who blatantly showed the seeds of hatred in Kenya that culminated into the Post-2007 Elections mayhem.

KENYANS MUST STAND UP AND REJECT AND RESIST GRAND CORRUPTION BY ANY MEANS.

Looting the national grain reserves is an unforgivable crime against the people of Kenya.

We at CeHII said at the outset that this Government was nothing but a grand patronage system that was bound to spawn the worst corruption in the history of Kenya.

Kenyans wake up and protect what are rightfully yours. Demand accountability for the use of your taxes. Tax payers funds are not freebies for the power elites to allocate to their kith, kin and cronies at whim. The funds being wasted on the already opulent and filthy rich top leaders can be used to initiate a subsidy system and give tax breaks to the starving citizens. Stop the hypocrisy and lip-service. Act now to save lives and livelihoods.

THE FIGHT AGAINST CORRUPTION CANNOT BE LOST. KENYANS MUST FIGHT UNTIL ALL THE CORRUPT ARE BEHIND BARS AND CORRUPTION RECEIVES FINAL FATAL BLOW.

Is Kenya a land of meetings, seminars, workshops, clinics, conferences, task forces, commissions, et al?

The problem facing Kenyans are not academic. They are real. Anybody who still think Kenyans' problems can be solved by eloquent and articulate postulations at grand conferences, needs re-education by students of one Sigmund Freud. What are needed are actions. For God's shake Just go out there and "do something" to make a difference. Cut the long useless lectures and endless meetings, seminars and conferences. Everywhere you turn, Kenyans are attending some form of meeting. Strange isn't it?
