The Rosters Program Lead plays a pivotal role in overseeing all aspects of the MRSC Rosters service, a program that supports Washington local governments in efficiently procuring services and goods from businesses. Businesses on the roster can connect with public agencies in Washington State for contracting opportunities. The MRSC small works roster has been designated the statewide roster by the State of Washington. The Rosters Program Lead is responsible for program management, communications and outreach, strategic planning, and oversight of the program's website and database. This position reports to the Finance and Administrative Manager.

MRSC is a private nonprofit organization devoted to empowering local governments in Washington State to better serve their communities. The MRSC office is located in Tacoma. The Rosters Lead has the option of working up to 100% remote work from a home office within Washington State with the exception of necessary in-person travel and team-building events.

PRINCIPAL DUTIES

Program Management (80%)

• Manage the MRSC Rosters program, ensuring smooth operations and efficient service delivery.

• Assist the Finance and Administrative Manager with the oversight of a team of customer service representatives, providing guidance, assigning tasks, and ensuring prompt and accurate responses to inquiries.

• Work with the Finance and Administrative Manager to develop the annual work program in alignment of program goals and MRSC’s overall strategy.

• Collaborate with software consultants and the communications team to maintain and enhance the program's Salesforce CRM system, WordPress website, and user interface.

• Track program revenue and monitor budget adherence.

• Establish goals for program enhancements, including promotion, customer service and website improvements, based on analysis of customer feedback and other key metrics.

• Lead special projects to achieve these strategic enhancements, which may include coordinating the work of outside consultants.

• Partner with MRSC legal and policy staff to ensure program compliance and alignment with relevant regulations.

Communications and Outreach (20%)

• Implement a comprehensive communications strategy, including email campaigns, newsletters, and surveys.

• Work with MRSC’s communications team to create marketing materials like flyers, brochures, and web content that adhere to MRSC branding guidelines.

• Promote the MRSC Rosters program in collaboration with team members and partner organizations through presentations and webinars for diverse audiences across Washington State.

• Craft clear and concise website copy, email content, and program documentation.

• Represent the MRSC Rosters program at industry events and conferences.

REQUIRED QUALIFICATIONS

• Bachelor's degree in a relevant field, and minimum of 2 years relevant experience, or a combination of related education and experience.

• Strong background in customer relationship management.

• Computer proficiency in MS Office Suite, including Excel.

• Experience with customer relationship management (CRM) systems like Salesforce and website content management systems like WordPress.

• Experience in planning, organizing, and leading projects to successful completion.

• Strong analytical and problem-solving skills to identify and resolve team challenges, with the ability to make sound decisions under pressure.

• Excellent written and verbal communication skills, with the ability to clearly articulate ideas, provide effective instructions, and actively listen to team members.

PREFERRED QUALIFICATION

• Comfortable with leading trainings and presentations.

• Previous experience working with small, diverse businesses and Washington State local governments.

• Familiarity with Washington Purchasing and Contracting processes.

COMPENSATION AND BENEFITS. The full salary range is $79,000 to $111,500. In addition to a rewarding work environment, MRSC offers excellent benefits including:
