    Background

    On June 25, 2013, President Barack Obama unveiled a comprehensive plan to address climate change. The cornerstone of the administration’s plan was a proposal to reduce industrial carbon pollution from both new and existing power plants, which are responsible for emitting 40% of carbon pollution in the United States. The goal is to advance the adoption of EPA rules that will make major cuts in carbon pollution from power plants and to defend EPA action in Congress.
