    Since 1996, DC Primary Care Association (DCPCA) has set the course for high quality, sustainable, accessible primary health care for all in the District of Columbia. From day one, DCPCA been at the forefront of strengthening the District’s primary care system. Through numerous advocacy efforts and resource development programs the organization has expanded and improved primary health care services for residents.

    DCPCA is looking for a Finance & Operations (F&O) Specialist. This position ensures DCPCA operations run efficiently and effectively to achieve its mission of supporting community-based primary healthcare providers and facilitating the development and sustainability of an effective, integrated health care system in the District of Columbia.

    This position entails multi-faceted skill sets, encompassing both operational aspects such as human resources and administrative processes support, and overseeing critical and delegated management accounting tasks including but not limited to budget and grants performance reporting, accounts receivable collections and vendor management. The F&O Specialist will work closely with leadership and other teams focused on improving internal systems and processes.

    This position reports to the Senior Director of Finance & Operations and follows a hybrid work model. Ideal candidates will be based in or near Washington, DC metro area as regular on-site collaboration is required.

    KEY RESPONSIBILITIES:

    • Financial Management & Budget Monitoring: Tracking and monitoring program budgets, including but not limited to periodic reporting on programmatic Budgets Vs Actuals (BvAs) and burn rates and assist with grant financial reporting to Funders. Maintain organized digital and minimal paper filing systems for Finance and operations records.
    • Compliance & Internal Controls: Ensuring programs and operations adhere to relevant policies & procedures, regulations, standards and approved work plans. Monitors internal controls to safeguard the organization's assets and ensure proper financial stewardship including compliance with DCPCA Accounting policies and procedures as well as GAAP and IRS nonprofit reporting requirements
    • Operations & Administration: Managing day-to-day office functions and ensuring a positive work environment. Coordination with building property & facilities management to ensure leased and shared office resources and facilities are managed and maintained at optimal levels of operating efficiency. Oversee vendor contracts, leases, insurance renewals and other administrative agreements.
    • Human Resources & Compliance: Supporting the Senior Director of Finance & Operations and the outsourced HR Team in periodic employee on-boarding & orientation, as well as off-boarding processes. Assist in the management of employee benefits enrollment, records and benefits administration.
    • Fundraising Support & Stakeholder Engagement: Supports fundraising by tracking budgets, processing donations and maintaining financial records for fundraising activities.

    REQUIRED QUALIFICATIONS:

    • Associate degree in Business Administration, Management, Accounting, Finance or related field strongly preferred.
    • Two or more years of equivalent related experience working in a nonprofit environment, with an emphasis on financial operations, grants management, contracts and administrative tasks.
    • Sound judgement, Integrity and discretion with confidential information.
    • A strong understanding of nonprofit accounting principles, budgeting, and financial reporting. Ability to understand, use and articulate basic accounting and bookkeeping procedures, policies and terminology.
    • Ability to analyze financial data, identify trends, and draw conclusions to inform decision-making.
    • Meticulousness in tracking expenses, reconciling reports, and ensuring accuracy in financial records.
    • Ability to identify and resolve challenges, such as unexpected expenses or funding shortfalls.
    • Ability to effectively communicate with a variety of individuals with diverse cultural and professional backgrounds and skill levels. Clearly and effectively communicate financial information to various stakeholders, both verbally and in writing.
    • Work effectively with colleagues, including program leads, outsourced finance team members, and senior DCPCA leadership, to manage budgets and achieve organizational goals.
    • Time Management and Prioritization: Efficiently manage multiple tasks and competing priorities related to budget oversight and financial reporting.
    • Software Proficiency: Comfort working with cloud-based collaboration tools (e.g., Unanet, QuickBooks) Advanced proficiency in Microsoft Excel to develop, automate, and maintain complex data models, reports, and analytical tools. Proficiency in other Microsoft 365 tools such as Word and PowerPoint.

    PREFERRED QUALIFICATIONS:

    • Strong working knowledge of QuickBooks and Paychex payroll software.
    • Ability to follow administrative systems as required, including but not limited to systems required to meet financial, board, management and other reports, employee activity, project implementation, subcontracts and consulting activity as required.
    • Ability to identify and resolve problems and to differentiate between those that are within the scope of the staff member’s responsibilities and those that require supervisor input.
