    Job Title: Program Officer

    Organization: Healthcare Initiative Foundation (HIF)

    Location: Montgomery County, MD, some hybrid available.

    Reports to: President & CEO

    Hours: Full-Time

    Compensation: Range is $85,000-$105,000

    About the Healthcare Initiative Foundation (HIF):

    The Healthcare Initiative Foundation (HIF) is a 501(c)(3) private charitable foundation which provides funding in Montgomery County, MD. It was established as a 509(a)(3) grantmaking organization in 1973 as the Suburban Hospital Association (Md.) Foundation. Since inception, the Foundation has distributed over $83 million to an array of organizations and activities retaining an exclusive focus on improving healthcare for residents of Montgomery County, Maryland. The current name, Healthcare Initiative Foundation, dates from 2002.

    Mission:

    We fund organizations that provide healthcare and improve accessibility to health services for underinsured, uninsured and low-income Montgomery County residents to advance a healthy community.

    We envision a community where all residents of Montgomery County, Maryland have access to high-quality, comprehensive health and wellness services delivered in a culturally responsive, equitable manner.

    Job Summary:

    The Program Officer advances the foundation’s mission through strategic grantmaking and partnerships that improve health outcomes. This role manages a portfolio of grants which address the foundation’s strategic priorities and funding guidelines. Candidates should demonstrate a deep understanding of health equity and a commitment to improving systems of care. The program officer manages the full grants lifecycle, supports community collaborations, evaluates and communicates impact, and works closely with the President and CEO and the Grants Advisory Committee. S/he is expected to be able to attend site visits, community & HIF meetings and events in person.

    Key Responsibilities

      • Grantmaking & Portfolio Management
      • Coordinate the grantmaking processes to ensure a robust, efficient process for grant applications and review, monitor, and evaluate funding, and reporting
      • Monitor grant partner progress through in -person site visits, reports, and ongoing engagement
      • Ensure grant partner compliance with HIF grant requirements through in-person meetings and visits
      • Manage, maintain and improve HIF’s on-line grant portal, Foundant, to create applications, and provide information to grant partners through in-person trainings and events
      • Program Development & Strategy
      • Collaborate with leadership on long-term goals and impact
      • Conduct research and landscape analysis to inform strategic direction
      • Support the development of new initiatives and collaboration to address emerging health issues and inequities in healthcare in the county
      • Identify technical assistance needs for grant partners and provide training and resources as appropriate
      • Plan and deliver training, convenings and meetings with grant partners in person and on-line
      • Partnerships & Community Engagement
      • Develop and maintain knowledge about current best practices in health philanthropy at local, regional and national levels
      • Develop and maintain knowledge about Montgomery County health issues and initiatives
      • Plan and attend in person site visits for grant partners and other community partners
      • Build and maintain relationships with public health agencies, nonprofits, and community health workers
      • Represent the foundation at health-related meetings and convenings
      • Foster cross-sector partnerships and promote collaborative learning
      • Provide website or e-updates as necessary in collaboration with Office Administrator
      • Evaluation & Learning
      • Track grant outcomes and trends and measure program impact using health equity metrics
      • Develop qualitative and quantitative data to show grant portfolio information and impact for board and external audiences
      • Develop case studies and learning materials for internal and external audiences
      • Support adaptive learning and continuous improvement across the portfolio
      • HIF Team
      • The HIF team is small and as such, the Program Officer s/he will also collaborate closely with other Foundation staff including, but not limited to:
      • Participating actively in staff meetings;
      • Actively seeking opportunities for collaboration and support;
      • Soliciting ideas and feedback from colleagues to improve decision-making.

    Qualifications

      • Combination of education and/or work experience in public health, healthcare or related field or degree work
      • 3–5 years of experience in grantmaking, nonprofit health programs, or public health agencies
      • Knowledge of health disparities, community health, and systems-level interventions
      • Exceptional communication, project management, and relationship-building skills
      • Ability to travel to site visits, area meetings, and events.
      • Commitment to equity, inclusion, and community empowerment
      • Skilled in Microsoft Office suite, Skills in Excel and data management and display, Foundant or other grant portal experience
      • Ability to analyze data and create and deliver reports with synthesized findings

    Physical Requirements

    • Ability to sit at a workstation and use a computer for extended periods
    • Frequent walking, standing, and reaching within the office environment and at grant partner locations
    • Occasional bending, stooping, or kneeling to access files, supplies, and office equipment
    • Ability to lift or carry office supplies, packages, or equipment up to 20 pounds
    • Manual dexterity required for operating standard office equipment such as computers, printers, copiers, and telephones
    • Travel to grant partner service locations

    Work Environment & Benefits

      • Position is located in Montgomery County, MD, with some hybrid work available
      • Some evening and weekend time may required for meetings
      • Salary range: $85,000 - $105,000 based on experience
