OVERVIEW

The Senior Director of Administration is a member of the Executive Team and leads, oversees, and directs the staff responsible for USCRI’s administrative services, including human resources, insurance, pension, and operational issues, such as leasing and licensing of domestic and international offices. Works closely with the CEO and other executives to create and execute strategies that align with the agencies’ s goals and objectives.

Identifies areas for improvement and implements changes to optimize HR and ADP processes, reduce costs, and enhance efficiency.

Develop and implement key performance indicators (KPIs) to track the effectiveness of HR, Operations, and overall insurance. Ensure that the agency complies with all applicable federal, state laws, regulations, and best practices

The place of performance will be at the USCRI Headquarters Office in Crystal City, Virginia. 

DUTIES/SUPERVISORY RESPONSIBILITIES

  • Directs and oversees Associate Director of Human Resources and other assigned staff.
  • Conducts performance evaluations that are timely and constructive. Maintains the organization’s HR policies and procedures, drafts, and revises HR policies, as needed, and collaborates with counsel to ensure HR legal compliance.
  • Negotiates with landlords and collaborates with the executive team to modify leases or finalize new leases for domestic and international offices.
  • As the head of the human resources (HR) department alongside the Associate Director of Human Resources, has oversight in HR procedures such as employee relations, training, recruitment, intern and volunteer procedures, diversity, equity, and inclusion (DEI) issues, and personnel evaluations. 
  • Ensures the organization’s compliance with applicable health, building, zoning, insurance, safety licensing, and certification requirements at domestic offices.
  • Obtains state business licenses and registrations.
  • Acts as the point of contact for landlords, staff, and vendors on administrative and operational issues arising at USCRI domestic and international offices, such as properly functioning utilities. 
  • Collaborates with all management staff to identify and deliver the required administrative support operations, including facilities management, for the organization.
  • Handles infrastructure development, manages procurement, and allocates agency resources, as needed.
  • Ability to manage complex issues using proven problem-solving skills.
  • Performs other job-related duties as assigned.

REQUIRED SKILLS/ABILITIES

  • Knowledge of human resources policies and practices.
  • Ability to manage complex issues using proven problem-solving techniques.
  • Thorough understanding of, or ability to quickly learn, the office equipment, recordkeeping systems, inventory and management information systems, and related protocols used in the organization.
  • Excellent verbal and written communication skills. 
  • Professional and tactful interpersonal skills with the ability to interact with a variety of personalities.
  • Strong leadership and supervisory skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with proven ability to meet deadlines.
  • Extremely proficient with Microsoft Office Suite, ADP, or related software.

EDUCATION AND EXPERIENCE

  • Minimum bachelor’s degree in business administration or related field required. Advanced degree in a related field preferred.
  • Seven years of experience in administration, human resources, procurement, and business operations required.
  • At least five years in a supervisory capacity required.
  • Specific experience in a non-profit setting is welcomed.

 PHYSICAL DEMANDS

  • Prolonged periods of sitting at a desk and working on a computer.
  • Use of manual dexterity, tactile, visual, and audio acuity;
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying; and
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
