Compliance and Administration Manager


Tactical Tech is a Berlin based international NGO which strives to create a world where digital technologies can contribute to a more equitable, democratic and sustainable society.  Our approach is practical and our work focuses on how technology impacts power structures, public and private accountability, human rights and social justice.


Your role


The Compliance and Administration Manager is responsible for ensuring legal compliance and administration, contracts for services and grants, and risk management of the organisation as well as for administration related to partnerships administration and procurement procedures. In this role, you will ensure cross organisational adherence to administrative procedures as well as develop new and improve existing policies, procedures, and systems to enhance efficiency and productivity.

The Compliance and Administration Manager reports to the Deputy Director and will form part of the organisation’s Management Team.


Key responsibilities


Compliance Management

Ensure organisation compliance with relevant laws and regulations as well as contractual obligations, while maintaining up-to-date knowledge of German and Dutch legal requirements and changes that may affect the organization.

Assist in drafting, reviewing, and updating contracts, agreements, and other legal documents.

Coordinate with external legal and tax counsel as needed.

Maintain the risk register and operations handbook updated. Provide guidance to staff members and the senior management team on legal compliance, risk management and safeguarding

Administration Management

Develop, update and implement administrative policies and procedures (HR, Safeguarding, etc), and systems to enhance efficiency and productivity.

Responsible for partnerships administration and procurement procedures

Ensure official documentation and correspondence are properly filed and managed and stored securely according to best practise and regulation.

Support finance and HR function ascertaining a 4-eyed principle is followed


Competencies required for this role:


Over 5 years of progressively responsible work experience with at least 3 years in an international NGO of similar scale and size

Most recent 3 years successfully working in a position that dealt with both compliance and administrative tasks on a daily basis

Graduated with at least a Bachelor degree, preferably in Law, Business Administration, or social sciences that covered some of the above tasks from a theoretical, legal or scientific aspect.

Native-level German speaker capable of understanding legal language and terminology, enabling effective communication and comprehension of legal documents and requirements. Fluent in English as the organisation’s work language.

Knowledge of German employment law, gGmbH requirements and Dutch Stichting regulations is an asset.

Strong organising skills, meticulous attention to detail, comfortable with iterative processes and working in a dynamic environment; good planning and problem-solving ability.

We are small organization so a hands-on and can-do approach is necessary for success;

Ability to work independently and across teams within flat hierarchy

A self-starter and go-getting - one who works with limited supervision and pro-actively drives initiatives and ropes in others along the way.

Demonstrable commitment to Tactical Tech’s mission and values including an understanding of the geopolitical contexts in which Tactical Tech’s work is carried out.


We offer

A 50% position on a 12-month contract, with a salary of 42k FTE, preferably starting 1st June. We plan to extend this position, depending on available funds, organisational needs and performance.

Annual leave entitlement of 25 days PLUS additional days off at the end of the year.

Road map for the role: 

In the first month, you will have gained an understanding of Tactical Tech’s projects, related grants and have started building relationships with the team. You will start understanding different components of your role especially the daily tasks.

After three months, you will have a good understanding of your role, having already established yourself as the go to person for questions on procurement, partnership administration and grant contracts. You will have laid out a plan to commence updating internal policies such as the HR operations handbook. You will have established good working relationships with key project staff.

After six months, you will have established a smooth workflow, in your role of compliance and administration and have absolute clarity on your responsibilities. You will have started to plan improvements throughout the organisation related to policies and record keeping. You will have completed revisions of select policies. You will have identified areas for improvement which you contribute to and bring your own experience, knowledge to the department. 


After 1 year, you will be fully at ease in your role as Compliance and Administration Manager and will have started to look at your impact beyond immediate tasks, e.g. in terms of knowledge capture or process optimization, contribution to the overall strategy and direction. You established yourself as the go to person internally for all matters related to compliance and have strengthen the Senior Management Team’s capacity on issues related to legal compliance and governance of a German gGmbH and a Dutch Sichting.
