Cantonese/English Bilingual Tenant Educator


Housing Rights Committee of San Francisco (HRCSF) is a tenants’ rights non-profit serving tenants citywide since 1979, offering free counseling and organizing support for San Francisco tenants in all types of housing, including rent-control, public housing and Section 8. Our purpose is to strengthen tenants’ rights, improve living conditions for renters, and preserve and expand affordable housing opportunities. Through our counseling program, we support more than 5,000 tenants a year, and our organizing program has helped build tenant associations across the city.


Position Summary: 

The Cantonese/English Bilingual Counselor/Organizer is tasked with for implementing Housing Rights Committee’s tenant counseling work in San Francisco’s Westside neighborhoods specifically and with Cantonese speaking tenants throughout the city as necessary, under the direct supervision of the Lead Westside Counselor and the Lead Corporate Landlord Organizer. 


Key Responsibilities: 

  • Hold drop-in hours for tenants 
  • Field calls to help tenants write letters, request and document tenant needs and educate individual tenants on their rights and options regarding repairs, unfair evictions, rent increases, retaliation, discrimination, and harassment. 
  • Connect tenants with local organizations and legal services.
  • Assist with English to Chinese translations for written outreach materials. 
  • Recruit and train volunteers who help with tenant counseling.
  • Connect with partners across the city and especially in San Francisco Westside Neighborhood to build strong coalitions for tenants rights 
  • Work with Corporate Landlord organizers to coordinate advocacy for tenants including with outreach efforts like flyering and door-knocking and supporting the development of tenant associations. 
  • Conduct trainings on tenants rights issues in language for Chinese tenants in San Francisco’s Westside neighborhoods 
  • Other administrative and organizational tasks as needed such as attending all internal meetings and training and supporting organizational events as needed .


Qualifications:  

  • Familiarity with SF tenant laws and conditions
  • High level of verbal fluency in Cantonese and advanced fluency in English.
  • Knowledge of issues impacting tenants in San Francisco. 
  • Commitment to social and economic justice and bottom-up social change.
  • Ability to conduct public meetings and tenants rights workshops.
  • Ability to work effectively as part of a team and independently.
  • Strong organizational and communications skills.
  • Flexibility to work some evenings and weekends.
  • Experience with City of San Francisco grant reporting preferred.


This position is a full-time non-exempt position with a current salary of $65,000.  Benefits include medical, dental, and vision including chiropractic and acupuncture, and a generous accrual of paid vacations and sick time. This is a 40-hour position.
