THE ORGANIZATION

The National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund was established in 1981 to promote the full participation of Latinos in the American political process, from citizenship to public service. NALEO Educational Fund achieve its mission through integrated strategies that include increasing the effectiveness of Latino policymakers, mobilizing the Latino community to engage in civic life, and promoting policies that advance Latino political engagement.

NALEO Educational Fund is a 501(c)3 non-profit, non-partisan organization governed by a 15-member Board of Directors and a 36-member Board of Advisors. Headquartered in Monterey Park, CA, NALEO Educational Fund maintains offices in Houston, New York City, and Washington, D.C., with staff and program presence in other areas of the United States. It employs about 64 full-time staff with an annual budget of $12 million, and offers a competitive benefits package that includes generous vacation, sick leave, medical, dental, vision, life insurance, and retirement coverage.

POSITION SUMMARY

NALEO Educational Fund seeks a mission-oriented, dynamic individual who looks forward to promoting the governance and policymaking success of Latino elected and appointed officials. As public servants and leaders in their communities, Latino policymakers have the potential to be at the forefront to shape and better American society. The Director of Constituency Services will be charged with ensuring the organization is providing relevant, timely and cutting-edge leadership and policy training programs to NALEO Members. The ideal candidate understands general policy issues across all levels of government. The successful candidate will support the role policymakers play in championing and advancing policies that contribute to better outcomes for Latinos and their constituents. This position reports to the National Director of Constituency Services. This is a full-time, exempt position, with an annual salary in the range of $80,000 - $100,000, commensurate with experience and qualifications. The position will maintain a hybrid schedule – working both remotely, and in the office as required.

ESSENTIAL FUNCTIONS      

  • The Director is responsible for the day-to-day leadership, development, implementation, and oversight of professional development programs for NALEO Members on issues including education, health, and others;
  • Represent the organization, cultivate, and manage relationships with relevant external partners, key leaders and stakeholders, and other policy partners;
  •  In coordination with the National Director of Constituency Services and the Development Department, identify new and ongoing opportunities for fund development in support of the Department and organization.
  • Cultivate and manage relationships, in close collaboration with the Development Department, with foundation and corporate investors, including the management of grants and reporting requirements;
  • Recruit, train, mentor, and supervise professional staff as needed;
  • Contribute to the development and implementation of the NALEO Annual Conference program; 
  • Assume other assigned duties in support of the Constituency Services Department and organization as needed.
  • Ability to travel and to work extended hours (including evenings and weekends) as needed;
  • Adhere to attendance and punctuality standards of the organization.

QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES

  • Must be a college graduate, advanced degree preferred in Public Policy or related discipline and/or at least five years’ work experience working for an elected/appointed official or government organization;
  • Minimum of three to five years of relevant professional and team leadership experience – non-profit program management – including success in managing staff;
  • Proven experience with developing multi-layered plans to reach strategic goals; including ongoing assessment of benchmarks, adapting to changes, and reconciliation with overall programmatic goals;
  • Candidate should have strong communication skills, including highly effective speaking and writing skills - ability to prepare public-ready written materials;
  • Strong organizational, administrative skills and program management skills
  • Ability to lead, adapt and think critically in a fast-paced work environment, proven aptitude for handling multiple tasks and effectively prioritizing workloads to meet deadlines;
  • Must be technology savvy, proficient in using Microsoft Office Suite including Outlook, Word, Excel, Teams, PowerPoint; other software used include Salesforce, Monday.com, Zoom and other office software;
  • If a driver, must have a valid driver’s license with proof of automobile insurance coverage;
  • Collegial attitude with ability to work respectfully with people from all cultural and socioeconomic backgrounds;
  • Supportive of the mission and the philosophy of NALEO Educational Fund.

PHYSICAL AND MENTAL ASPECTS OF THE POSITON

Certain physical and mental aspects of performing the essential functions of the position include the following:

  • Ability to detect, discern, recognize, and perceive auditory and visual information within normal ranges;
  • Dexterity to read, write, type, operate office equipment such as a computer, printer, telephone, calculator, copier, fax machine, pencils, pens, and stapler;
  • Ability to remain in a stationary position 50% of the time;
  • Ability to lift and carry up to 25 pounds.
