    Position Summary:

    The Executive Director, Data Strategy and Network Performance provides strategic, operational, and data leadership for the Sullivan Training Network (STN). This national network of 28+ training providers advances OIC of America’s mission of moving low-income adults into living-wage jobs through credentialed, industry-aligned training.

    Reporting to the SVP of the Sullivan Training Network, the Executive Director leads the core functions of partner engagement, curriculum and credentialing oversight, performance management, and data strategy. The role ensures that training providers are supported and held accountable, that credentialed curricula and instructional quality are advanced, and that performance insights drive both continuous improvement and fundraising. The Executive Director supervises key directors and specialists and serves as the central connector between partner contributions and organizational outcomes — ensuring seamless operations, measurable impact, and network growth.

    The Executive Director supervises the Director of Training Partnerships, the Learning Management & Resource Specialist, and the evaluation/performance team. This role serves as the connective tissue between partner inputs and organizational outputs, ensuring seamless operations, high-quality training delivery, and strategic insights that fuel program improvement and fundraising.

    Key Responsibilities:

    Performance Management & Data Leadership

    • Standardize performance metrics across the network driving reporting alignment
    • Provide leadership to the data and evaluation team and oversee data submission, validation, and automated ingestion from partners into QuickBase.
    • Ensure data accuracy and efficiency, leveraging AI and PowerBI for analysis and reporting.
    • Partner with data and evaluation to build real-time dashboards and tools that enable comparative performance insights across partners and regions.
    • Drive reports that inform decision-making, highlight success stories, and drive continuous improvement.
    • Provide strategic insights and findings to the Executive and Development team to strengthen fundraising and impact storytelling.

    Network Leadership & Partner Engagement

    • Partner with the VP of Industry & Employer Partnerships to ensure training programs align with employer demand and labor market trends.
    • Oversee training partner relationships through the Director of Training Partnerships, ensuring model fidelity and alignment to OICA standards. Guide onboarding and readiness of new affiliates.
    • Develop capacity-building resources and technical assistance to drive value-add of Network membership, helping to strengthen partner effectiveness and sustainability.
    • Convene quarterly network meetings to align partners on data, performance, and best practices.

    Strategic & Operational Leadership

    • Partner with the SVP to set and execute the strategic direction for the Sullivan Training Network.
    • Integrate training partnerships, curriculum quality, and performance management into a cohesive operational system.
    • Identify and implement efficiencies in systems and workflows, streamlining processes to reduce duplication, improve clarity, and drive operational excellence across the Training Network.
    • Manage and develop direct reports while fostering simplified and effective cross-departmental communication to ensure alignment, accountability, and seamless execution of work.
    • Promote a culture of high performance, continuous learning, and operational excellence.

    Oversight of Curriculum Development & Credentialing

    • Provide strategic oversight of curriculum development and credentialing, ensuring training quality and alignment to industry standards.
    • Expand credential offerings (e.g., OSHA10, NCCER stackable credentials) to strengthen partner training delivery, overseeing adoption of NCCER curriculum.
    • Supervise the Learning Management & Resource Specialist, responsible for managing curriculum resources and learning platforms.
    • Ensure effective use of CANVAS as the network’s learning management system for curriculum delivery and other opportunities for capacity building (i.e., professional development trainings for affiliate staff).

    Qualifications:

    • Minimum 10 years of progressive leadership in workforce development, education, or training program operations.
    • Proven success managing directors and senior staff across data, training, and curriculum functions.
    • Demonstrated experience in data system design, performance measurement, and program evaluation.
    • Strong understanding of instructional design, credentialing, and workforce training standards.
    • Expertise with QuickBase, PowerBI, and AI-enabled data workflows.
    • Exceptional communication skills with the ability to engage partners, executives, and funders.

    Compensation:

    The salary range for this position is $170-$180k based on a 37.5-hour work week for this exempt position. Salary offered may vary depending on relevant factors as determined by OIC of America, which may include, but are not limited to, background and experience, knowledge, skills and abilities, certifications and licensures internal salary ranges, geographic location and other organizational needs.

    • Ability to learn/translate/refer to technical material and produce extensive written communications.
    • Ability to travel to external meetings both locally and nationally, including periodic overnight travel.
    • Normal work requires frequent use of the telephone and computer (monitor, keyboard, mouse).
    • Ability to be mobile at meetings and events.
    • May be required to move about frequently in the office to access file cabinets, office equipment, attend meetings, etc.
    • May require standing/sitting for prolonged periods of time during meetings and conferences.
    • Must be able to communicate in large gatherings and conduct information sessions with technology so others will understand.
