The Impartial Hearing Representation Office (IHRO) is part of the Special Education Office in the Division of Specialized Instruction and Student Support in the New York City Department of Education (DOE). The office is responsible for the coordination and management of various aspects of the impartial hearing process. Parents of a student with a disability may request an impartial hearing when there is a disagreement with the DOE related to their child’s IEP, program, placement, or services. Impartial Hearing Representatives play a critical role in managing due process complaints by partnering with Network Administrators of Special Education, Committees on Special Education (CSEs), District 75 (D75) and the Office of Legal Services (OLS) to investigate, resolve, and settle cases when appropriate, and to prepare for hearing and represent the DOE as required.
