Kasenda Rural Development Forum
We are a community based organisation registered with the district local government number CD/GRP/075. Our area of operation is Kasenda Subcounty, Burahya County in Kabarole district of western Uganda.
We are involved in educating the community about HIV/AIDS, through drama and music activities, talks seminars and discussions, caring for the orphans and widows and promoting income generating projects with the objective of raising household incomes. (For more information refer to the constitution below).
Background information and justification:
Kasenda is a rural area nestled amongst hills, crater lakes, valleys and basins, an evidence of early volcanic activity. The soils are typically volcanic: deep, black fertile soils favouring agriculture. Like most parts of western Uganda, the area has a tropical climate with both wet and dry seasons. But generally speaking Kasenda is a wetland area with a lot of rain. The Kibale Forest National Park in close proximity to the south, the Rwenzori Mountains, lakes George and Edward, Crater lakes and rivers ensure reliable rainfall to the area.
Given these natural endowments, many people are attracted to settle, work or trade in Kasenda Parish. In 1980's Kasenda was well known for the production of "Waragi" an alcoholic beverage processed from bananas locally known as "Musa". Waragi is further processed in Kampala into a refined alcohol beverage commonly known as "Uganda waragi" or "the spirit of Uganda". So in 1980's very many traders from Kampala frequented Kasenda. Some stayed longer and socially mixed with the local people. Many of the young men too went to Kampala and socially mixed with the people there before coming back to the villages.
With this social economic interaction, the people of Kasenda benefited economically. However some people inherited the HIV/AIDS Virus from the trade and spread it all over Kasenda. This disease has led to many deaths leaving behind widows; widowers and orphans with bear means of survival. This trade in waragi has since 1990's collapsed mainly because the banana virus locally known as "Todura" attacked "Musa" and completely devastated it. Where as the trade is no more, its consequences are still at large. In 1991, we saw the death of one the first victims in Kasenda. He left behind two widows and many orphans. One of the two widows died later on but the other one is an active member of the organisation.
The well to do among the people of Kasenda have embarked on cattle keeping; others are involved in peasant farming mainly growing maize and bananas for both food and sale. "Kitika" the banana plantation for food has replaced "Musa". However both maize and banana growing do not yield much economic benefits for the people due to selling of the same agricultural products and ineffective processing resulting in residual incomes.
Many people in Kasenda now realise that education is a key to their economic development. However, it is very expensive to educate children especially at the secondary level. Out of 10 families in Kasenda, 9 may be either affected/infected with HIV/AIDS Virus. Most of these families are unable to support a child up to secondary level. Indeed the situation is alarming.
To make matters worse, there is no health unit in Kasenda catering for the HIV/AIDS patients.
Thus the people are ignorant about their HIV/AIDS status.
Therefore the Kasenda Rural Development Forum is a local initiative seeking to extend material and spiritual help to the affected/infected families and to sensitise the whole community about the pandemic.
We are planning to build a home based care centre from where we can carry out the following activities: drama and music activities, talks, seminars and discussions, film shows, data collection/research work, pastoral care and counselling, health education, behaviour change programs, production of HIV/AIDS materials and other outreach programs.
Resources and Personnel
Kasenda Rural Development Forum is a charitable organisation, its resources are people: members and non-members. So, proceeds from membership and sub-scription fees, donations and gifts from generous people sponsor our activities.
Most of our members have undergone formal education. Our co-ordinator is a degree holder, the chairperson is a grade III teacher, and the secretary holds an advanced level certificate and is a teacher in a secondary school. The majority of the members can read, write and understand English language.
CONSTITUTION OF KASENDA RURAL DEVELOPMENT FORUM
We the members of Kasenda Rural Development Forum (KARUDEFO ) hereby agree to uphold and defend the following rules and regulations for the good and continuity of this Forum.
1.NAME: The organisation shall be called Kasenda Rural Development Forum (KARUDEFO).
2.OFFICES AND ADDRESS: The offices of the organisation shall be located in Kasenda Trading Centre Kasenda Parish, Ruteete Sub County, Kabarole District. P.O.BOX 332, Fort portal, e-mail email@example.com Tel. 077914972.
The Association shall have the following objectives:
i) To provide some basic needs like food shelter clothing to the orphans and widows.
ii) To extend pastoral spiritual cares to the orphans, widows and widowers especially those affected/infected by HIV/AIDS pandemic.
iii) To contribute towards the education of orphans.
iv) To create awareness among the people about HIV/AIDS pandemic through seminars, discussions, talks and drama.
v) To give support to the income generating activities in families.
a) Membership shall be open and voluntary for all those who shall meet the following obligation:
i) Payment of membership and subscription fees
ii) Having a residence in Ruteete Sub County and the surrounding areas.
iii) Having a good reputation and the willingness to uphold and defend this constitution.
b) One shall cease to be a member if:
i) He/She shows no interest in the affairs of the Forum
ii) He/She fails to meet the obligations stated in 4(a) above.
i) The General Assembly shall be the supreme decision making body on all matters pertaining to the Association.
ii) Shall amend and adopt the constitution.
iii) Shall elect office bearers as provided in this constitution.
iv) Shall determine the membership and subscription fees.
v) Shall approve policies and programs of the Association including the annual work plan and budget.
The Executive Committee:
a) The Association shall have an executive committee comprising of:
i) Chair person.
ii) Vice Chairperson.
iii) The treasurer.
iv) The General Secretary.
v) The Publicity Secretary.
b) The Association shall have the Co-ordinator who shall also be a member of the executive.
c) The Organisation shall also have committees to advise the executive. The membership of these committees shall be determined by the General Assembly.
d) i. The executive shall be in power for one year.
ii. Elections of the new executive shall thereby be done after one year.
iii. The Chairperson shall be re-elected only once.
iv. Voting shall be by show of hands on "one man one vote principle."
v) The power of any of the executive committee members shall be removed from him/her by a vote of no confidence if he/she fails to execute the duties expected of him/her.
6. DUTIES OF THE EXECUTIVE
i) They shall call for the general meeting to discuss the progress of the organisation.
This shall be done at least once every month.
ii) In the absence of the Chairperson the Vice-Chairperson shall preside over all meetings. But in the absence of both any member of the executive shall do the work.
7.BUSSINESS (ES) OF THE FORUM:
i) The finance committee shall handle all the financial business of the organisation.
ii) The finance committee shall have the co-ordinator, the Chairperson and the treasurer as compulsory and indispensable members. The size and membership of this finance committee shall be determined by the general meeting of all members.
iii) The business activities shall only be done with the knowledge and approval of the three indispensable members in section 7(ii) above. They shall also be the signatories when the organisation is dealing with other financial institutions.
iv) The organisation shall hold social economic and spiritual functions including talks, seminars, discussions, fundraising, prayer meetings and Eucharistic Celebrations.
This constitution is subject to amendment by the majority vote for the good and continuity of the Kasenda Rural Development Forum.
