About the Office of the Community Liaison
The Office of the Community Liaison (OCL) is an independent, court-connected office that works within the federal monitorship of the New York City Police Department's stop, question, and frisk and trespass enforcement practices. OCL creates trusted channels for New Yorkers, especially those most affected by policing, to share their experiences and concerns so that community voices directly inform the Federal Monitor and the Court.
OCL is independent of the NYPD, the City of New York, the plaintiffs, and the Monitor. We do not investigate individual complaints of police misconduct. Our role is to listen, educate, build partnerships, collect community feedback, and turn what we hear into clear, responsible reporting.
Position Summary
The Bronx Community Organizer is OCL's on-the-ground presence in the Bronx. This person builds and maintains relationships with residents, tenant associations, youth programs, faith communities, reentry organizations, and other community partners across the borough. The Organizer plans and leads outreach, hosts Community Conversations and information sessions, collects and documents community feedback, and helps make sure Bronx experiences are accurately represented in OCL's quarterly and annual reports.
This role is ideal for someone with deep community roots, strong listening skills, and the ability to move comfortably between a NYCHA community room, a youth basketball event, and a stakeholder briefing.
Key Responsibilities
Community Outreach and Relationship Building
- Build and sustain trusted relationships with Bronx residents, community-based organizations, tenant and resident associations, youth groups, faith leaders, schools, and local businesses.
- Maintain an up-to-date map of Bronx partners, resources, and referral pathways.
- Represent OCL at community board meetings, precinct council meetings, tenant meetings, street events, and neighborhood gatherings.
- Conduct regular door-to-door, street, and event-based outreach in neighborhoods most affected by stop-and-frisk and trespass enforcement, including public housing developments.
Community Education and Events
- Plan, promote, and facilitate Community Conversations, know-your-rights style information sessions, and listening sessions throughout the Bronx.
- Explain, in plain language, the federal monitorship, OCL's role and limits, and the levels of police encounters.
- Coordinate event logistics, including venues, materials, sign-in, interpretation needs, and follow-up.
- Partner with youth and community programs to create accessible, welcoming spaces for participation.
Feedback Collection and Documentation
- Collect community feedback through conversations, feedback forms, surveys, listening sessions, and partner events, following OCL's research and confidentiality protocols.
- Accurately document outreach activity, attendance, partner contacts, and community feedback in OCL's tracking systems in a timely manner.
- Identify recurring themes and emerging concerns in the Bronx and share them with OCL leadership.
- Protect the privacy of community members by using anonymized and thematic reporting practices.
Reporting and Team Collaboration
- Contribute Bronx data, themes, and narrative summaries to OCL's quarterly and semiannual reports.
- Prepare brief written updates on outreach activity and community concerns.
- Participate in weekly staff and organizer meetings, one-on-one supervision, and team trainings, including research-methods training.
- Support OCL presentations and briefings for the Federal Monitor, partners, and other stakeholders as needed.
- Coordinate with organizers in other boroughs on citywide campaigns, events, and outreach strategies.
Referrals and Follow-Up
- Connect community members to appropriate resources and services, including legal, civil rights, reentry, youth, and complaint-filing organizations, while clearly communicating that OCL is not an investigative body.
- Follow up with partners and residents to close the loop on what OCL heard and how it is being shared.
Qualifications
Required
- At least 2 years of experience in community organizing, outreach, advocacy, civic engagement, youth work, or a related field.
- Strong knowledge of Bronx neighborhoods, community organizations, and local issues.
- Excellent listening, interpersonal, and public speaking skills, with the ability to facilitate group conversations respectfully and confidently.
- Ability to build trust with people from diverse backgrounds, including youth, public housing residents, justice-involved individuals, and immigrant communities.
- Strong organizational skills and the ability to manage multiple events, contacts, and deadlines.
- Comfort with accurate note-taking, data entry, and basic reporting using tools such as Google Workspace or Microsoft Office.
- Commitment to OCL's independence, confidentiality standards, and community-centered mission.
- Availability to work some evenings and weekends for community events.
Preferred
- Lived experience with, or deep understanding of, the impact of policing on New York City communities.
- Experience with public housing (NYCHA) residents, tenant associations, or reentry and violence-prevention programs.
- Familiarity with the NYPD stop-and-frisk federal monitorship, police accountability, or civil rights issues.
- Experience collecting qualitative data, conducting surveys, or facilitating focus groups.
- Bilingual in English and Spanish or another language widely spoken in the Bronx.
Work Environment and Physical Requirements
- This is a field-based position that requires regular travel throughout the Bronx and occasional travel to other boroughs.
- Work takes place in community spaces, outdoor settings, offices, and public events.
- Must be able to stand, walk, and carry event materials for extended periods.
