Manager, ICF Regulatory Compliance & Reimbursement
Location: Harrisburg, PA / Hybrid / Remote – Flexible
Reports to: Chief Executive Officer
Compensation: $55,000 - $70,000 plus annual discretionary bonus

Position Summary
The Manager, ICF Regulatory Compliance & Reimbursement will own the end-to-end reimbursement and compliance workstream for a portfolio of Pennsylvania ICF clients. This is a multi-hat role that blends financial analysis, regulatory reporting, revenue cycle management, and hands-on client relationship management. The ideal candidate is comfortable interpreting financial and operational data, translating it into state-mandated formats, advocating for clients' funding needs, and serving as a responsive, trusted point of contact – often all in the same day.
While fluency with financial statements and client accounting data is essential, this is not a traditional accounting role. Rather, this role is closer to that of a financial analyst and client advisor: gathering information, synthesizing it, applying regulatory requirements, and communicating outcomes clearly to clients and state agencies.
Key Responsibilities
Cost Reporting & Regulatory Compliance
- Prepare and submit annual cost reports for ICF clients using client-provided accounting data, ensuring accuracy and conformity with Pennsylvania Department of Human Services forms and requirements
- Interpret and apply Pennsylvania Medicaid regulations governing ICF reimbursement, and stay current on regulatory changes affecting clients
- Support clients through state reviews, disputes, and appeals, including coordinating with legal counsel where needed
Revenue Cycle & Reimbursement Management
- Prepare and submit documentation and waiver funding requests to support increases to clients' per diem billing rates
- Maintain records of per diem rate changes and cost settlement calculations
Client Relationship Management
- Serve as a primary point of contact for a portfolio of clients, fielding calls and requests throughout the day with responsiveness and professionalism
- Gather financial and operational data from clients, often requiring persistence, tact, and clear communication
- Build durable, trust-based relationships; provide guidance and "hand-holding" as clients navigate deadlines and regulatory requirements
- Communicate complex regulatory and financial matters in plain language to client leadership
Team Management
- Manage a team of 5 analysts and associates responsible for day-to-day submission preparation
- Encourage culture of collaboration, continuous improvement, and professional ethics
- Implement new systems and processes to improve efficiency and team coordination
Qualifications
Required
- Bachelor's degree in accounting, finance, healthcare administration, or a related field, or equivalent experience
- 3+ years of experience in accounting, financial services, healthcare reimbursement, revenue cycle, cost reporting, financial analysis, or a related function
- Strong comfort with financial data — reading, interpreting, and reorganizing accounting and operations data
- Excellent written and verbal communication skills; confident on the phone with clients
- High attention to detail with the ability to manage recurring deadlines across multiple clients
- Proficiency in Excel and fluency in accounting / finance
- Willingness to manage a very busy workload in September / October to meet state submission deadlines
Preferred
- Experience with Medicaid reimbursement, particularly Pennsylvania Medicaid, ICF/ID programs, Consolidated Waiver programs, or long-term care / HCBS settings
- Familiarity with state cost reporting requirements and forms
- Experience interacting with state agencies, auditors, or legal counsel
- Client service or account management experience in a professional services environment
