Flatley Read is a NYS Certified Woman Owned Business providing technical assistance to nonprofit and government funded organizations. We specialize in government contracts and provision of services to small, rural municipalities and nonprofits who lack the internal resources to access public funds. Owner and founder, Michelle DeGarmo, has been a HUD Program Administrator for 30 years. Our business model is to be a per-diem staff to small municipalities and nonprofits who would not otherwise be able to administer state and federally funded programs.
