Angel Law is a highly regarded boutique law firm in Santa Monica, specializing in the enforcement of public rights under environmental, planning and zoning, open meeting, freedom of information, election and coastal civil penalty laws.

We take on environmental and land use battles in the public interest to protect and enhance ocean-related recreation, coastal access and views, and wildlife habitat; to advance environmental justice and safeguard affordable and rent-controlled housing as well as Indigenous sacred sites; and to prevent water, air and noise pollution. Among the laws we enforce are California Environmental Quality Act (CEQA)-mandated procedures of environmental disclosure and review, the California Coastal Act of 1976, the Planning and Zoning Law, the Subdivision Map Act, local governments’ local coastal programs (“LCPs” implementing the Coastal Act at the local level), general plans, and zoning ordinances. We leverage election laws (helping clients with local initiative measures or referenda, or representing them in election law litigation), open meeting laws and the California Public Records Act to realize client objectives.
